The Ministry of Finance published concierge with the rules for online betting and games and games that are part of the fixed-odds modality, which are bets. With this, from the first of 2025, the operation of online betting platforms based in Brazil should be authorized. They must be certified to offer games on the market, such as Tigrinho and Aviãozinho.
According to the rules, online gambling must be random, as is the case with slot machines, with unexpected results of symbols, figures or objects. And, in fixed odds, the game must make it very clear how much the bettor will win. And the bettor must have access to information such as: multiplication factor, i.e., how much he will win if he wins – possibilities of winning and how it is possible to win, i.e., the order of the symbols.
Games in physical establishments using equipment, however, remain prohibited.
It was also decided that each game must pay out at least 85% of the winnings collected from bets to those who bet. Promises of future winnings, negative balances for bettors or forcing bettors to choose a specific game are prohibited.
The ordinance also clarifies what is not an online game, those that cannot be offered. These include multi-bettor games, fantasy sports and so-called peer-to-peer games, in which the agent is not involved, but merely provides the environment for bettors to play.
