The Minister of Justice and Human Rights, Jose Tello Alfarocame to the Legislative Palace to present the proposal for Advancement of general elections proposed by the Executive. According to the head of the Minjusdh, there are two scenarios: carry out the process in December 2023 or April 2024, which would have certain differences.
“In December 2022 we could have a second legislature, that is something that corresponds to a decision of Parliament. We could have the electoral roll close by April, as required by law, and we could have the call for new general elections in April 2024 with, obviously, the possibility of having a government transition on July 28, 2024″, he asserted before the Plenary.
On the other hand, he pointed out that there is the possibility of advancing the elections until December 2023, for which the process would have to start this month.
“Regarding the term of the 2023 elections, we have a scenario of electoral reforms that can take place between December 2022 and February 2023. A closure of the register in the year 2022 and, obviously, we could have with extensions of legislature, between a first and a second, in February 2023, such as the vote to have the early elections”, he added.
At another time, Tello Alfaro clarified that, despite the fact that the Executive has raised the proposal, it is up to the legislature to review and vote on the initiative, for which he urged parliamentarians to take into account the needs and requirements of the population, which has been in a struggle since the coup d’état in Pedro Castillo and its subsequent vacancy.
“We have to make an invocation for the corresponding decision to be taken in Parliament. We have legislative initiative, but, finally, the ones who have to make the decisions are you, the parliamentarians (…) We must listen to the feeling of the street, that is something that we have to read as politicians. In this scenario we have to see that this point is something that is quite under debate among the population, ”he pointed out.

Likewise, the minister said that, if the Congress opted for the fastest route, in December 2023, reforms could not be carried out to change the rules of the game of the elections.
“With a small margin of time, with elections in 2024, political reforms could be achieved. If the elections are in 2023, that could not happen ”he claimed.
