More than 50 investors, consultants, international signatures and road concessionaires knew the details of the El Estanquillo – Popayán road during the ‘Showroom’ organized by the National Government. The initiative, with an expected investment of $ 8.82 billion, includes the construction of a variant, 14 tunnels, 125 bridges and 62.4 kilometers of double road, and seeks to generate more than 180 thousand jobs in the south of the country.

Presentation of the project against investors
The event, held on September 4, 2025 in Bogotá, was organized by the Ministry of Transportation, Procolombia and the Colombian Chamber of Infrastructure. There, the National Infrastructure Agency (ANI) presented the portfolio of projects promoted by the Government of Change and explained the technical, legal and financial scopes of the Public Initiative El Estanquillo – Popayán.
According to the ANI, The project will transform the connectivity of Cauca and the south of the country. The investment contemplated amounts to $ 8.82 billion between Capex and Opex. A new variant will be built and the existing route will be intervened, in addition to developing 14 tunnels with an extension of 17.9 kilometers, 125 vehicular bridges, 62.4 kilometers of double roadway, 9 new intersections at level and slope, 15 pedestrian bridges and the purchase of more than 600 rural and suburban properties.
“We have a historical debt with the south of the country that from the National Government we seek to repair with the construction of the public initiative El Estanquillo – Popayán, a road project that will reduce the time of displacement in the transport of loading and passengers between Cauca, Putumayo and Nariño, and will bring social benefits for the surrounding communities, such as the generation of more than 180 thousand jobs,” The Vice President of Structuring of the ANI, Gina Juliana Rincón explained.

Scope and project schedule
During the day, investors and consultants met the phases of the project and their times. According to the defined schedule, in December 2025 the award will be carried out. Subsequently, the project will have a two -year preconstruction period, a stage of construction of 4.5 years, 18 years of operation and maintenance, and 6 months for the reversal and settlement of the contract.
The scheme seeks to guarantee not only the construction of the work, but also its sustainability over time, with a long -term plan that includes the integral operation of the road.
The project is considered a strategic commitment to improve mobility in a key region in southern Colombia, since it will integrate Cauca with Putumayo and Nariño, reducing time of displacement and strengthening the country’s logistics infrastructure.
The ANI reiterated its invitation to national and international investors to participate in the project structuring process. The entity made available the specifications, technical annexes and other documents, so that the interested parties present observations or request clarifications that allow consolidating proposals adjusted to the needs of the road plan.
The agency said that this socialization space seeks to provide transparency and confidence to investors, ensuring that the project advances with the participation of national and foreign actors.
The National Infrastructure Agency indicated that the objective is to consolidate alliances that promote the execution of the work and contribute to the economic and social development of the southern region of the country.
