The Ministry of Ports and Airports and the National Waterway Transport Agency (Antaq) held this Thursday (26) the auction of the first block of port leases for 2026. In total, three terminals were granted to the private sector, in the ports of Santana (AP), Natal and Porto Alegre. The three auctions, at the B3 headquarters, in the capital of São Paulo, were accompanied by minister Silvio Costa Filho. The criterion chosen for the winner was the highest grant value.
The winning companies were CS Infra, Consórcio Portos do Sul and the company Fomento do Brasil Mineração. Each won one of the terminals and had no competitors in their offers.
The ministry’s initial forecast is that the contracts will attract around R$226 million in private investments, aimed at modernizing infrastructure, expanding operational capacity and strengthening logistics in the North, Northeast and South regions.

The auction for POA26, a terminal in Porto Alegre, was won by Consórcio Portos do Sul, which offered R$10,000 as the concession amount. The consortium had no competitors. The auction for the area foresees R$21.13 million in investments, intended for the movement and storage of solid bulk. The concession period is 10 years.
The NAT01 auction, in the port of Natal, won by Fomento do Brasil Mineração, has expected investments of R$55.17 million and a concession period of 15 years. With only one valid proposal, the winning company offered R$50,000 as the grant amount. The terminal is mainly intended for the transport of mineral bulk, especially iron ore.
The auction of the Port of Santana, in Amapá, was being discussed in court. This week, a court decision had ordered its postponement, but the injunction was revoked and the terminal was finally put up for auction. The winning company was CS Infra, which offered R$2 as the grant amount, in a single proposal. The terminal is designed especially for transporting grain and wood chip production, and has planned investments of R$ 150.2 million, with a concession for 25 years.
For the Minister of Ports and Airports, Silvio Costa, the three auctions help to demonstrate that Brazil is experiencing its “best moment in infrastructure”.
According to him, the ministry intends to end 2026 by holding 18 auctions on B3.
Initially, the auction provided for four terminals to be part of this initial block, including the Recife passenger terminal, with expected investments of R$2.3 million and a concession period of 25 years. However, the auction was postponed for 180 days request from the port authority location. A new date for the auction has not yet been announced.
