The Government of José Jerí postponed for the second time the creation of the National Citizen Security Plana useful and necessary tool to combat the high wave of citizen insecurity that is leaving 122 homicides in the first 24 days of the year, according to official figures from the Death Information System (Sinadef).

This decision was made official through Ministerial Resolution 0075-2026-IN and has the signature of the Minister of the Interior, Vicente Tiburcio. In the published standard, 10 more days are granted to the Multisectoral Working Group in charge of creating the aforementioned report. The deadline begins this Monday, January 26.

It is important to highlight that the first 10-day period was granted on January 16. However, in the fourth ordinary session of the group, held on the 23rd of this month, it was agreed to request an extension for another 10 days.

This delay in the fight against crime contradicts Jerí’s promises. In December, he mentioned that in the first days or within 15 days of January this plan to combat citizen insecurity would be announced. However, it was not like that.

“In the first days of January, which is where we are going to present the citizen security plan, we are going to include concrete actions, as announced in the National Citizen Security Council announced by the prime minister (Ernesto Álvarez),” the president expressed to the press last December.

“For the second time, the questioned Jerí government postponed the preparation of the National Citizen Security Plan. Fighting crime requires serious leadership, strategic planning and state capacity, beyond presentations of biased statistics,” he questioned.

Peru without a National Citizen Security Plan and with biased insecurity figures

The situation is getting worse: without having a plan to combat insecurity and with moderately explained figures. As recalled, on Thursday, January 22, President Jerí presented the figures for the Interinstitutional Crime Statistical Committee (CEIC), in which he gave an assessment of the measures his Government adopted against insecurity.

According to Carbajal, the commander of the Peruvian National Police (PNP), Óscar Arriola, indicated that in the first 21 days of 2025, 163 homicides were reported nationwide, while this year, 145. That is, 18 less. However, there was no decrease, but there was an increase when Lima is analyzed.

During the first 21 days of 2025, 61 homicides were recorded in the areas of Central, North and South Lima; in the same period in 2026, the number increased to 77 in the same areas. In Callao, the figure dropped from 17 to 13. In sum, it gives a total of 90 murders so far this year, when in 2025 78 were reported.
