The decision was made official this 11th of this month through the Presidential Resolution of the National Penitentiary Institute 084-2026-INPE/P. According to the document, the ratification was carried out after the favorable opinion of the INPE human resources area issued on February 10. A report from the security area of the Barbadillo prison concluded that after the search of former President Ollanta Humala’s cell, no prohibited substance or item was found.

Vizcarra, Humala and Castillo denounce INPE officials for disseminating their confiscated images
Former President Castillo denounced the security director of the INPE, Henry Garcia Malpartida, and the president of the National Penitentiary Council, Shadia Elizabeth Valdez, for the dissemination of the inspections of their cells.
According to the complaint, images and videos of his personal belongings and the conditions in which he is being held were disseminated. For this reason, the former president pointed out that his constitutional rights to privacy and protection of personal data were violated. Castillo stated that the State does not have legal support for the dissemination of these images.
For his part, Vizcarra denounced García Malpartida and those responsible for the alleged crime of abuse of authority and aggravated violation of privacy. The reason is that two searches were carried out in less than 24 hours and no irregularities were found.
According to the complaint, on Saturday, February 7, between 6:00 and 7:00 pm, prison staff carried out a general inspection of Vizcarra’s cell and those of three other inmates. The intervention concluded without observations, and the objects found were authorized by the authority to satisfy basic needs not covered by the State.
However, in the early hours of Sunday, February 8, García Malpartida and other officials returned to the prison and carried out a new search, despite the fact that a similar procedure had been carried out a few hours before without incident, according to the report in the complaint.
Meanwhile, Humala, through his lawyer, sent a letter to INPE requesting the details of the taking of photographs of his client in Barbadillo and which were later revealed by a media outlet.
Likewise, he demanded that information be provided on the chain of command involved and Humala’s express authorization for the use of his image.
