The Government of Ecuador guaranteed this Wednesday a broad security scheme for the final of the Copa Libertadores de América, which will take place on 29 October in Guayaquil between the Brazilian teams Athletico Paranaense and Flamengo.
The government announcement was made after the meeting between the Ecuadorian president, William Lasso, and the highest representative of Conmebol, Alexander Dominguezreported the Ministry of Sport in a statement.
The final of the Libertadores will be played at the “Isidro Romero” Monumental stadium, owned by the Barcelona de Guayaquil club, with a capacity of some 60,000 seats.
The Ministry of Sports specified that the meeting between Lasso and Domínguez also brought together other government authorities that are part of some “technical tables” or planning units in charge of developing the “most important soccer event in South America.”

In addition, the Ministry of Health has provided a “Response Protocol that includes triage points, medical care, health personnel, ambulances, among others,” to attend the sporting event, the source added.
He also assured that the Internal Revenue Service (the state tax collection agency) established some measures to encourage tourism, such as VAT refunds to foreigners visiting Ecuador on the occasion of the Libertadores final.
According to the authorities, some 50,000 fans are expected to enter the stadium, which means an average arrival of a flight with fans every 15 minutes at the “José Joaquín de Olmedo” International Airport in Guayaquil.
This flow of tourist income will leave an economic injection of about 50 million dollars, thanks to an unprecedented event that will be televised to some 210 countries, added the Ministry of Sports.
“The inter-institutional articulation includes the Mayor’s Office of Guayaquil and the Ecuadorian Football Federation (FEF), with whom Conmebol signed the agreement on August 26 to hold the final,” he recalled.
“The direct coordination with Conmebol has made it possible to implement a security protocol based on previous events, which will allow order and peace to be maintained in the intervention zones,” the source explained.
