President Luiz Inácio Lula da Silva made official this Tuesday (9) the new rules for obtaining a National Driving License (CNH). During a ceremony regulating the resolution of the National Traffic Council (Contran), he highlighted that it is not just about making the process cheaper.
“We are offering the most humble people the right to be first-class citizens, fully respected, in the rights they have to have,” he said.
“I hope that the success of this moment we are experiencing with the CNH is a very promising thing for the people who need it most in this country. It used to cost R$4,000 to get a license. Who has R$4,000? The people don’t have a parliamentary amendment. For the people, it’s the following: ‘If there’s enough from my salary, I’ll do it. If there’s not enough, I won’t do it’. The competition is always this: eat or do what you have to do. And the option is always the same: eat. The correct option”, he added.
The Minister of Transport, Renan Filho, assessed that the changes modernize, simplify and make the CNH cheaper. “A politically very strong decision that will serve around 100 million Brazilians who have a license or are waiting for the opportunity to get a license.”
“This policy is so strong that the demand for driver training in Brazil has stopped. Today everyone is waiting for the National Driving License to become cheaper. It will fall by up to 80% in Brazilian states. It is a very strong, very important brand”, he added.

The resolution, approved unanimously last week, simplifies steps, removes the obligation to go to driving school to take the driving test, expands the candidate’s preparation methods and reduces the total cost of the driver’s license by up to 80%. During the event, the new version of the CNH application was also launched.
The text provides for a free and digital theoretical course, flexibility in practical classes and openness to instructors accredited by traffic departments (Detrans). The opening of the process can be done by website from the Ministry of Transport or through the Digital Traffic Card (CDT).
Already the application It will make it possible to obtain a driver’s license without having to go to a driving school, making material available for would-be drivers to study traffic rules. Those who wish can still take theoretical and practical classes at a driving school.
Data from the National Traffic Secretariat (Senatran) indicate that 20 million Brazilians drive without a license while 30 million are old enough to have a driver’s license, but do not have the document mainly because they are unable to cover the costs, which can reach R$5,000.

Opening of the process

- Even without mandatory classes, the driver is still required to take theoretical and practical tests to obtain the driver’s license.
- Other mandatory steps such as biometric collection and medical examination must be done in person at Detran.

- Independent instructors will be authorized and supervised by state bodies, with nationally standardized criteria.
- Identification and control will be integrated into the Digital Traffic Card.
