“It should be noted that this contracting began in previous administrations,” the Ministry of the Interior responded to a query from The Republicwhich asked about the fate of the contract awarded to Aero Express FZE, now that it has been confirmed that it is a front company.
The truth is that the process was restarted on October 7, 2025, when José Jerí assumed duties as president, according to the minutes of the process.

In addition, the Minister of the Interior himself, Vicente Tiburcio, named the head of the OGAF, Ronnie Matienzo, who was the one who gave the green light to the contracting of Aero Express FZE for US$63.9 million.
When Matienzo approved the United Arab Emirates company’s proposal, La República had published several investigative reports warning that it was a paper company and that it had no records of having manufactured Antonov An-74 aircraft.
In the same document awarding the contract, the OGAF of the Ministry of the Interior recognizes that Aero Express FZE never built an airplane nor presented evidence of contracts in other countries.
Despite this relevant information, which was enough to disqualify the aforementioned company, apparently in compliance with an order, Ronnie Matienzo awarded it the million-dollar contract.

In fact, the minutes read: “(Aero Express FZE) does not certify the sale of any unit of the same or similar goodsaccording to what is required in the Bases (of the Tender). The bidder has presented contracts without any document that reliably demonstrates that the respective payment linked to said contracts has been made. Consequently, with this, no score is assigned for the evaluation factor (economic score).”
And the Jerí government gave him the contract!
On the occasion of the letter from the Ukrainian Antonov factory, which confirms the farce of Aero Express FZE and its accomplices from the OGAF of the Ministry of the Interior, this office has not yet resolved what to do once the deception is exposed. They only argued: “The Ministry of the Interior does not advance an opinion until there is formal verification and confirmation of said review and inspection, in strict compliance with due process and administrative legality.”
Most likely they have been exposed and don’t know what to do.

Oversight Commission summons minister
- To explain why the General Office of Administration and Finance (OGAF) hired a company that does not manufacture Antonov aircraft nor has a license to do so, the Oversight Commission summoned the Minister of the Interior, Vicente Tiburcio.
- The Comptroller’s Office also warned the Mininter that the firm Aero Express FZE did not compile the bidding rules.
