The Government published this Friday, December 31, an emergency decree that establishes the payment of a bonus of S / 1,500 in favor of the personnel of the Social Health Security (Essalud) in recognition of the work carried out during 2021 against the COVID-pandemic. 19.
The decree 116-2021 published in the legal regulations bulletin of El Peruano authorizes the transfer of a total of 82 million 332 thousand soles from the Ministry of Economy and Finance to the Ministry of Labor and Employment Promotion (MTPE) to finance the disbursement of these payments.
The text also authorizes the exceptional transfer of resources from the MTPE in favor of Essalud and the corresponding exceptions to the application of the regulations of the National Fund for the Financing of State Business Activity (FONAFE) to allow the payment of the bonds.
“It is authorized, for the only time, the granting of an extraordinary bonus that corresponds to S / 1,500 in favor of the assistance personnel and administrative personnel of the Social Health Security that is under the scope of Legislative Decrees 276, 728 and 1057 and that provide health services and support for care work “, specifies the emergency decree.
The regulation specifies that the DL 1057 personnel hired by virtue of literal a) of numeral 27.2 of article 27 of Emergency Decree 029-2020 are excluded from the payment of this bonus.
Justification of the voucher for Essalud
The text, signed by the President of the Republic, Pedro Castillo, and the ministers Pedro Francke (Economy and Finance), Betssy Chávez (Labor and Employment Promotion), and the President of the Cabinet, Mirtha Vásquez, recalls that 2021 began with a second wave of COVID-19 infections, in addition to highlighting that health personnel not only attend coronavirus cases but also allocate human resources for non-COVID services.
“In this context, it is necessary to recognize the work and effort that the human resource has been making, for which extraordinary measures are dictated in economic and financial matters as a compensatory mechanism, granting an extraordinary bonus to assistance personnel and administrative personnel of Social Security of health”, specifies the document.
