Given the recent acts of violence recorded during the protests last October 15 in Lima, the government, through the Presidency of the Council of Ministers (PCM), ordered the raising of flags at half-mast in all public institutions as a sign of national mourning and regret.
According to the official statement issued this Friday, October 17, the Council of Ministers, currently in permanent session, made this decision as a symbolic act of solidarity with the victims and their families.
“The Government of Peru calls for national unity and expresses its solidarity with all affected citizens,” reads in the document.
Likewise, in the statement the Executive reaffirmed its commitment to adopt all necessary measures to restore social peace and guarantee the safety of the population in the midst of the crisis.
The measure also seeks to send a message calling for calm and collective reflection in the face of the regrettable episodes of violence that have engulfed the country in recent days.
Warrant Officer Luis Magallanes
The day before, the general commander of the PNP, Óscar Arriola, confirmed that Third-class non-commissioned officer Luis Magallanes was the author of the shot that caused the death of Eduardo Ruiz during the protests held in Cercado de Lima.
At a press conference, Arriola pointed out that the identified agent belongs to the Criminal Investigation Directorate (Dirincri) and clarified that he is not part of the Terna Group.
“The author of that shot is the third-rate non-commissioned officer Luis Magallanes, they belong to the Criminal Investigation Directorate and not to the Terna Group,” declared.
Added to this is that Every day workers in the transportation sector are victims of the wave of violence and extortion, mainly in the capital.
