He Executive power He formalized Javier Llaque Moya’s resignation on Thursday to the presidency of the National Penitentiary Council of the National Penitentiary Institute (INPE), after the controversial escape of an foreign inmate from the Lurigancho prison.
The decision was formalized through Supreme Resolution No. 077-2025-JUS, published in the newspaper El Peruano, and endorsed by President Dina Boluarte and the Minister of Justice, Eduardo Arana.
Llaque’s departure from the maximum position of the national prison system is in the midst of an institutional crisis, after the escape of John Kennedy Javier Sebastián, Venezuelan citizen sentenced to 10 years in prison for crimes against heritage. The inmate managed to evade prison security controls in alarmingly simple way: he climbed a metal mesh, crossed an area without active surveillance and exceeded an outer wall, which has highlighted serious deficiencies in the security of the penitentiary establishment.
The case has generated a strong reaction in public opinion and in Congress, where the lack of control in the country’s penalties has been questioned. The incident also revived the debate on the presence of foreign inmates and the conditions of prison enclosures, considered by many as overflowing and vulnerable.
Although no further details have been revealed about the whereabouts of the escaped inmate, the Ministry of Interior has arranged a national search operation, while the responsibility of the officials involved in the control and security of the Lurigancho prison is evaluated.
With the departure of Llaque Moya, the Executive must designate a new head of the INPE in a context of growing insecurity and questions to the prison system. The Ministry of Justice has indicated that measures will be taken to strengthen security in the penalties and avoid new leaks, although so far an integral restructuring of the body has not been announced.
