THE federal government decided to extend until February 14, 2026 the deadline for retirees and pensioners to request reimbursement of deducted amounts unduly benefited from their benefits from the National Social Security Institute (INSS). The announcement was made this Monday (10) by deputy Paulo Pimenta (PT-RS), during a session of the INSS Joint Parliamentary Commission of Inquiry (CPMI).
THE original deadline would end on November 14th. However, according to Pimenta, the Ministry of Social Security decided to extend the period to ensure that all those affected can register their requests. The decision will be made official this Tuesday (11) by minister Wolney Queiroz.
According to the parliamentarian, around 3.7 million beneficiaries have already been reimbursed, in amounts totaling R$2.5 billion. The government estimates, however, that it still there are 4.8 million retirees and pensioners eligible to request a refund.
The undue discount scheme was revealed by Operation Without Discount, launched by the Federal Police and the Comptroller General of the Union (CGU), which identified fraud in Technical Cooperation Agreements (ACTs) signed between the INSS and associative entities. The investigations led to the removal of part of the institute’s leadership in April.
According to Pimenta, many retirees are still unaware that they were victims of the charges.
“We have to make an effort to clarify things, because many retirees didn’t realize they were robbed,” he said.
The extension, added Pimenta, seeks to ensure that all those injured by the scheme can recover the amounts in a simplified manner and without the need for legal action.
How to request a return
Beneficiaries can open reimbursement requests through official INSS channels:
- Meu INSS application or website, with login to the Gov.br Portal;
- Telephone 135, with free service from Monday to Saturday, from 7am to 10pm;
- Post offices, which offer free support in more than 5 thousand units.

This Monday, the INSS CPMI heard businessman Igor Dias Delecrode, leader of the Association for Social Support for Retirees and Pensioners (AASAP). The entity is being investigated on suspicion of having created its own biometrics system to defraud the signatures of INSS policyholders and request undue discounts on their behalf.
Equipped with a habeas corpus granted by the Federal Supreme Court (STF), Delecrode remained silent in most of the questions from CPMI members.
