The notary office, which has been popular for situations such as Gustavo Bolívar’s signature on a public deed, in which he promised not to change the layout of the metro, if he were to become mayor of Bogotá, is now in the ‘eye of the storm’ with this appointment.
According to the decree, first reported by EL TIEMPO, the document is signed by Colombian President Gustavo Petro and the recently appointed Minister of Justice, Angela Maria Buitrago.
However, one aspect that draws attention to the case is that The Attorney General’s Office, 24 hours before the appointment, included Andrade Valencia in the investigations for alleged irregularities in the National Disaster Risk Management Unit (UNGRD).

In this way, the new notary was implicated in the case of the purchase of UNGRD vehicles during the administration of the questioned Olmedo López, who, under his direction, authorized the transfer of $46 billion for the purchase of 40 water tankers to bring drinking water to La Guajira.
The arrival of Andrade Valencia to his new position came after the departure of the notary Claret Antonio Perea Figueroawho reached retirement age and was forced into compulsory retirement.

According to information from EL TIEMPO, the Public Ministry She was included as a suspect, as Vice President of Derivative Contracting of Fiduprevisora SA, for the possible overcharges that were paid to acquire three desalination plantsfor 42 billion pesos, for La Guajira. Andrade Valencia signed the contract as a representative of Fiduprevisora SA, spokesperson and administrator of the National Disaster Risk Management Fund.

In addition to the investigation, colleagues said they remember that his name also came up in the chat chain where they pointed out his personal connection with Jaime Ramírez Cobo, advisor to the Administrative Department of the Presidency (Dapre).
However, sources within the UNGRD case told EL TIEMPO that Andrade Valencia warned of certain inconsistencies in contracts.
