Government anticipates R$ 680 million of ICMS from 2025 to Rio Grande do Sul

The Union will anticipate the payment of R$680 million to Rio Grande do Sul related to the compensation of the Tax on Circulation of Goods and Services (ICMS) scheduled for 2025, in addition to releasing another R$5 billion related to the payment of court orders.

The resources to which the state government would already be entitled will be brought forward as a way of helping the state face the public calamity caused by the heavy rains in May.

The measures were announced this Tuesday afternoon (25), at the Federal Supreme Court (STF), by the minister of the Extraordinary Secretariat of Support for Rio Grande do Sul, Paulo Pimenta, and by the attorney general of the Union (AGU), Jorge Messiah.

The anticipation of the ICMS from 2025 was proposed at the negotiation table organized by the court minister, Luiz Fux, to deal with the action filed by the Brazilian Bar Association (OAB) to request the extinction of Rio Grande do Sul’s debt with the Union and which included the participation of state government representatives.

State position

Through the social network there is nothing new added, just amounts that would be reimbursed next year, and which will be brought forward to this year”, reinforced Leite. The governor said that this year’s climate events resulted in the loss of revenue of more than R$1.8 billion since May.

The governor said he awaits progress at the meeting, later this Tuesday, in Brasília, with the Minister of Finance, Fernando Haddad.

Transfers

Of the total value relating to ICMS, R$510 million will be transferred to the state government and another R$178 million will be deposited in the accounts of Rio Grande do Sul city halls. Another R$ 5 billion, referring to precatório, will contribute to the recovery of the state’s economy.

Messias recalled that the initiative is in addition to another measure announced in May, which established the suspension of payment of the state’s debt to the Union in next 36 months.

Federal Resources

The amounts that must be transferred by the Union and that will be brought forward are in addition to the transfers of R$91.7 billion already announced by the federal government to pay for support measures for the state, since the beginning of the climate crisis.
