He Colombian government and the ELN guerrilla will return to the dialogue tableTo start the third cycle of negotiations in HavanaCuba on May 2, according to what RCN Radio learned for the first time.
The parties will return to the island after a month off to begin the discussion of the six points of the roadmap finally agreed upon in the second cycle that culminated in Mexico. The starting point will be an agreement to achieve a bilateral ceasefire.
The start of the third cycle will be preceded by a meeting agreed between President Gustavo Petro and the Nobel Peace Prize winner, Juan Manuel Santos, of their negotiating teams to seek clear Licea of the denial with the ELN. This meeting will be in Cartagena next Friday, March 31.

In the midst of the closure of the second cycle of talks between the Colombian State and the ELN guerrilla, the Petro government officially issued a resolution in which it firmly established the political status of this insurgent group.
RCN Radio learned that since the beginning of March, the president Gustavo Petrothe High Commissioner for Peace, Danilo Rueda and the legal area of the Presidency They worked quickly on the resolution.
The request had already been made from Mexico by Pablo Beltrán himself, the ELN’s chief negotiator.this occurred after the failed bilateral ceasefire between the Government and the ELN, at the beginning of January 2023, after the decree signed on December 31 by Petro himself.
This occurs after long discussions between the Government and the ELN, in the midst of the suspension of the ceasefire that President Petro announced with that armed group.

In the month of January, the Minister of the Interior, Alfonso Prada, announced that the National Government was suspending the bilateral ceasefire order with the ELN, after that guerrilla pointed out that this was only a proposal.
The Minister explained that the declaration of the ceasefire with the ELN had been a response to the same measure that that guerrilla took unilaterally, at the end of last year.
“We hope that said cessation can be resumed in the next cycle of dialogues with that guerrilla.”, said the Minister of the Interior, Alfonso Prada, in his speech before the media.
