Goodbye to the voting card?

It took 90 years for the Mexican government to have sufficient legal and technological instruments to prove the identity of residents—nationals and foreigners—in the territory. In the law, legal personality was guaranteed, but in the instrumental dimension, it lacked the tools for people to prove their ownership and exercise the right.

This historic achievement could be credited to the new Agency for Digital Transformation, but it is a legacy of the López Obrador administration… if the implementation of the operation manual of the National Personal Identification System, which just six months ago was sent by the Ministry of the Interior to the National Commission for Regulatory Improvement.

Then, the National Population Registry had more than 150 million certified CURPs and according to the most recent sociodemographic estimators from Inegi, there are 126 million Mexicans. Just six months before the end of the previous six-year term, the authorization for the operating manual was processed, the approval of which is imminent.

This is how the Biometric Data Registry will be born and the algorithm generated two years ago in Renapo will be activated, which will allow the validation of those who already have a biometric record through their CURP, their face or their fingerprints. In the budget for 2025, the Congress of the Union must authorize the item that allows the equipment of the modules – with face, fingerprint and iris capture devices and signature that allow the capture of personal data – and the mobile application for smart phones—also developed by Renapo staff—which will be available in virtual stores free of charge for use.

The savings to implement these tools will come from different areas. And the implementation of the SNIP would prevent people from spending on certified copies of birth or marriage certificates, one of the main duplications in this field.

According to estimates presented to CONAMER last May, continuing with CURP certification would cost 1,350 million pesos, while the costs of implementing SNIP would be only 254.1 million. The new Agency for Digital Transformation and SEGOB – through Renapo—are the entities that must guarantee the right to identity.

And the INE? Although it has the express mandate of integrating a Federal Voter Registry, it allocates almost 30% of its budget to maintaining and updating its mechanism for issuing photo voting credentials. More than 4.7 billion pesos to keep the database updated of the electoral roll and the issuance of the voting credential with photograph.

Side effects
