It took 90 years for the Mexican government to have sufficient legal and technological instruments to prove the identity of residents—nationals and foreigners—in the territory. In the law, legal personality was guaranteed, but in the instrumental dimension, it lacked the tools for people to prove their ownership and exercise the right.
This historic achievement could be credited to the new Agency for Digital Transformation, but it is a legacy of the López Obrador administration… if the implementation of the operation manual of the National Personal Identification System, which just six months ago was sent by the Ministry of the Interior to the National Commission for Regulatory Improvement.

According to estimates presented to CONAMER last May, continuing with CURP certification would cost 1,350 million pesos, while the costs of implementing SNIP would be only 254.1 million. The new Agency for Digital Transformation and SEGOB – through Renapo—are the entities that must guarantee the right to identity.
And the INE? Although it has the express mandate of integrating a Federal Voter Registry, it allocates almost 30% of its budget to maintaining and updating its mechanism for issuing photo voting credentials. More than 4.7 billion pesos to keep the database updated of the electoral roll and the issuance of the voting credential with photograph.
