Gloria Montenegro: "Corruption has flooded APP and we are seeing the results"

Gloria Montenegro has been very active since the government ratified its intention to merge the Women’s Ministry with that of development and social inclusion. In this dialogue describes everything that could be lost with that move. In addition, he talks about the situation of Insecurity in Trujillowhere she was mayor for a few months, and remembers her passage through the alliance for the progress of César Acuña And explain why he left that game in 2019.

The Ministry of Women is 29 years old, and was created by Alberto Fujimori. What has been your greatest achievement at this time?

The fundamental thing has been assuming violence against girls and women clearlydirect, because before you were going to make a complaint and they told you that this was a homemade home problem. “Anda for them alone,” they told you. Now all the facilities have been given so that girls, women and family members can report. Now you are 24 hours a day, line 100, you have more than 400 women’s emergency centers throughout the country, you have public policies that are already known, the national gender equality policy and national policy for girls, boys and boys Teenagers.

You can see: RMP about merger of the Ministry of Women and Midis: “It is something that satisfies the conservative pact that we have in Congress”

Women’s Ministry funds

And what position does it occupy in the ranking of the ministries? Is it the one that spends the most?

The Ministry of Women is last or penultimate in resources allocation. And all the mobilization that makes throughout the country is because it has implicit alliances with local governments, with regional governments, with cameras of commerce, with universities.

Those who want to deactivate it, to be absorbed by the Ministry of Development and Social Inclusion, say that their functions are similar, that better merger so as not to double efforts and resources. Do you agree with that statement?

Who have pointed out that They have a total ignorancenot only of the mission of each of the ministries, but the role they play within society. The Ministry of Women is in charge of ensuring the rights of girls, women, older adults, vulnerable populations, protecting them from all kinds of violence, seeing that society as a whole works by a more egalitarian society. Look, everyone talks about quality education, but how can there be when a girl has to walk 2 or 3 kilometers to get to her school. That is not accessing equal opportunities. And that is why, there is the Ministry of Women insisting, persisting. This is where prevention plays a fundamental role, and that is, precisely, where we have a minister who has made us go back kilometers. If not, let’s look at the Condorcanqui case, let’s look at the cases in Madre de Dios, let’s look at the cases in San Martín, where the percentage of teenage pregnancy has shot.

To justify the merger of the Ministry of Women with the Ministry of Development, the Premier Gustavo Adrianzén has said: “The woman is the main plaintiff of the fight against poverty.” Sounds like a phrase built without much reflection.

The fight against poverty is not only the action of those who are poor and are at levels of poverty, there is a fundamental role of which Premier is excluding. I mean, What does the State do to reduce poverty rates? And now they do not even want to talk about multidimensional poverty in true terms, they want to adjust what the INEI takes out with what suits them, that is unheard of. Two million people, with this government, are in extreme poverty, but if we look at rural areas, Andean areas, jungle areas, because there the State cannot be set aside. Of course, women play a fundamental role in the fight against poverty, especially those led by households, which are more than 36% in Peru. There we have the associations of the common pots, the social organizations of women’s base, but why are they there? Because there is no role of the state that arrives, and when it arrives only delivers crumbs.

What is behind all this really? Has the government yielded to the position of conservative sectors that have phobia to concepts such as machismo, feminicide or gender?

Well, we are within a macho culture, which is now reinforced by Conservatives in Congressthat they are blind and that, unfortunately, as I said at the beginning, they have made us go back in our equal agenda. Look, how long has not printed educational material that has to reach all students and that is essential for them to know reality? And why this happened. Because they asked that parents, as if they were specialists in the field, review this material. So, if we do not have education with equality approach, with an access approach to equal opportunities, we will not advance as a society.

Insecurity in Trujillo and app management

I want to confirm a fact. Was she mayor of Trujillo?

In 2014, when the mayor went to candidate as governor, and I stayed the last year as mayor. But I have been seven years governor, president of the Social Development and Inclusion Commission. I think that It is the time of my professional life that I like the mostbecause I could walk all the territories, at the hands of the population, without security, without photographers, with nothing.

At that time it was already known from extortion to carriers, with the famous stickers that the thugs hit their vehicles, how did this situation overflowed, which extended to all the economic activities of the city?

More than that year I was mayor, I can tell you about the previous eight years, where the police director who reached the region was changed every year. That is, it was not finished working with one of the strategies and another entered, and then for equis reasons, political, not political, another one entered. That was a main problem. A second problem, we advise very well and the Inter -American Development Bank made a pilot program to put a crime observatory. Because? Because the main problem is to determine where this crime is, what kind is, how it moves, because what we see in Florencia de Mora is not the same as we see in Alto Trujillo, or in Pataz or in Quiruvilca. Everything has its peculiarities and we have to see how it moves. Therefore, crime maps are fundamental to elaborate the strategy. And what happens now? That There are national strategies that want to apply them at the regional level as if it were a uniform territorywith uniform people, with uniform cultures. That does not work.

A moment ago, he told me about a mayor who resigned and left her in charge of the municipality of Trujillo, does César Acuña refer to?

Yeah.

For Mr. Acuña, the issue of violence and insecurity in Trujillo is not evident. He says, on the contrary, that “everything is calm” in the city. Do you have an explanation for that?

It acts in the same way that another minister who goes out to say that he is fine and that in his condominium everyone feels safe. AND Talking from privileges will never solve problems. If the plain is not lowered and walks with people and puts the eye on the problems, there are no solutions.

You were APP militant, Mr. Acuña’s party. Why did he leave it?

I was already a congressman and in the group was also Mr. Edwin Donayre; There was a congressman from Cusco and other people sentenced, not that they were going to investigate, sentenced for corruption. And there were others who voted for a lifetime with Fujimorism. That is why I put in my renunciation letter: “César, I do not want to be the divergent vote and that what our ideology says.” And the App’s ideology said: Humanist, democratic and decentralist party.

And what did he answer?

I was traveling. He told me that when he returned on a trip, we were going to talk.

And they talked?

No.

You can see: Alliance for Progress backed down in Congress: he withdrew re -election project of mayors and governors

Today Alliance for Progress is seen as one of the groups that sustains this government from Congress.

Well, I think they are losing the great opportunity to do what was worked for so many years, because I entered just at a time when corruption Aprista flooded all institutions in La Libertad, for 40 years. And we managed to win that place, we achieved almost all provincial and district mayors. Certain districts had very good results, but in other people who had remained of that party won the battle and Now they tell me that app has surpassed the APRAbut in the bad. That hurts a lot.

And what do you think promptly about app today?

(He is silent for a few seconds)

I understand that I prefer not to say anything.

No, I’m going to say it, yes. Corruption has flooded them And now we are seeing the results.
