Most of the House of Representatives signed an urgent request for the bill (PL) that grants amnesty to scammers who tried to nullify the 2022 elections in Brazil through a coup d’état, a movement that culminated in the Invasion of the headquarters of powersin Brasilia, January 8, 2023.
For political scientists consulted by Brazil agencythe search for votes at the pocket base and the change of support with the PL, the largest bench of the house, explain adherence to the urgency of the project.
In all, 264 parliamentarians signed the application. The subscribers were most of the countertops of four of the five regions of the country, with more than 70% of South and Midwest deputies.
There was a closer majority of parliamentarians from the North (56.9%) and Southeast (52.5%). In São Paulo, 39 of the 70 deputies signed the petition, representing 55% of the total. Minas Gerais gave 27 signatures of the 53 deputies (50.9%).
In the Northeast, 33.1% of parliamentarians signed the urgency of the Amnesty PL. Bahia had 11 signatures of 39 parliamentarians (28.2%). Already Pernambuco had 9 signatures of 25 deputies (36%).
Base parties
The list – that can be consulted at this link – There are a majority of government deputies from the government base with folders on the Ministries Esplanade. União Brasil (UB), which negotiates the leadership of the communications folder, and has the Ministry of Tourism, granted 40 signatures for the project, 67% of the total bench, of 59 deputies.
The Progressive Party (PP) gave 35 signatures from a 48 parliamentarians bench, about 73% of the total. The PP has the Ministry of Sports. Other subtitles that lent many signatures and also have ministries were Republicans and the MDB.
Already the PSD granted the votes of 23 of the 44 deputies, 52% of the total of the bench. Gilberto Kassab’s caption has three ministries: mines and energy; Agriculture and livestock; and fishing and aquaculture.
Pocket seduction
Political scientist João Feres Júnior, a professor at the Institute of Social and Political Studies at the State University of Rio de Janeiro (IESP-Uerj), evaluates that support for Amnesty PL is related to the search for the vote of former President Jair Bolsonaro’s most faithful electorate vote.
“At the same time that these deputies are negotiating support to the government for governability at very high prices, constituting the base of the Lula administration, they at the end, at their bases, are running after the Bolsonarist vote. This makes them more easily seduced by this kind of demand,” said João Feres.
The expert adds that pockets offers politicians on the right an advantageous relationship that is difficult to ignore.
“The guys get popular vote without having to defend popular policies, such as lace redistribution. This possibility that pockets creates to build the voter just because it is conservative worth the right to the right. As most of the House politicians are right -wing, this promise of pockets is very seductive,” he added.
Political scientist and professor at the University of Brasilia (UnB) Michelle Fernandez analyzes that, even if the deputies are not personally favorable to amnesty to scammers, the strength of PL in the House weighs to sign the urgency.
“This has to do with the dynamics of Congress itself and negotiation between parliamentarians for approval of other guidelines. To be able to carry out projects that are of their interest, they need to negotiate with the most scholarship wing,” he said.
Democratic setback
The Pact for Democracy, an organization that brings together about 200 civil society entities, has mobilized entities to press against the Amnesty PL.
“We are dismayed, but not surprised. Several parliamentarians who call themselves from the center, or who are in the so -called government base, place themselves once again against democracy,” said Arthur Mello, one of the coordinators of the pact for democracy.
Arthur says he expects the government to work to block the project and recalls that part of the coup plot provided for arrest of congressional leaders, such as former Senate President Rodrigo Pacheco (PSD/MG).
“This shows that the House has not learned from the attempted coup. It shows that there is a defense of democracy on occasion. When it is to save its own skin, it is spoken in the defense of democracy, but if it is convenient to defend coup, it argues, so that the bots [robôs das redes sociais]or angry people from the far right, stop pressing on social networks, ”added the representative of the Democracy Pact.
Coup
The complaint of coup by the Attorney General’s Office (PGR) points out that the goal of the coup plot was to nullify the 2022 presidential elections, including Murder forecast President Luiz Inacio Lula da Silva, Deputy Geraldo Alckimin and STF Minister Alexandre de Moraes.
