Generals David Ojeda, Carlos Briceño and Oswaldo Calle have held important positions in the Joint Command and the Army since Dina Boluarte took office as president on December 7, 2022. General Ojeda served as General Commander of the Army (2022-2023) and head of the CCFFAA (2024-2025).

During the administration of Generals David Ojeda and Carlos Briceño, the Army managed and completed the purchase of 10 thousand Arad 7 rifles to the Israel Arms Industries (IWI) company for US$27.3 million and 30 8×8 K808 “White Tiger” armored vehicles, built by the Korean company Hyundai Rotem, for US$60 million.
The acquisitions were made through the state company Fábrica de Armas y Ammunitions del Army (FAME), which controls the armed institute. General César Briceño was president of the FAME board of directors and is currently replaced by General Oswaldo Calle, who will be the new General Commander of the Army.
As a rule, the general officer who acts as chief of the Army Staff, also chairs the board of directors of FAME. This would be the case of Major General Marco Rodríguez Monge, who has been appointed as chief of the General Staff of the Army.
As president of FAME, General Rodríguez will manage the announced purchase proposal of 54 K2 “Black Panther” tanks and 141 8×8 “White Tiger” armored vehicles built by Hyundai Rotem.
The agreement was already signed on December 9 of this year by FAME and this Korean company. The amount at stake would reach US$1.4 billion.
The Comptroller’s Office has repeatedly communicated to the Army that the so-called “FAME Law” is not an excuse to ignore the call for public tenders.
