The NGO explained that these clashes take place between members of criminal gangs and officials of state security agencies such as the Scientific, Criminal and Criminal Investigation Corps (cicpc), regional police officers, the Bolivarian National Police and members of mixed commissions.
“These types of violent deaths were caused by officials who must ensure the safety of the population and comply with the formal procedures established by law, which do not provide for the death of detainees or suspects,” Fundaredes said.
Last year, homicides in these six border states dropped 34% compared to 2021, going from 979 victims to 644, of which 574 were men and 70 women, according to the organization’s annual report, published in March. of this year.
