The disputed meeting of the president of Congress, Maria del Carmen Alvaand other opposition parliamentarians to talk about a presidential vacancy, in an exclusive hotel in Lima the week before, was created by organizations managed or highly influenced by collaborators of the fujimorism.
In the meeting, at the Casa Andina hotel in Miraflores on Wednesday 9, Alva and the Fujimori parliamentarians Patricia Juárez and Hernando Guerra García participated; Jorge Montoya and Alejandro Muñante, from Popular Renewal; Norma Yarrow and José Williams, from Avanza País; Carlos Anderson, from Podemos Peru; Lady Camones, from the Alliance for Progress (APP); and José Arriola, of Popular Action.
Camones has acknowledged that they spoke about an impeachment against President Pedro Castillo, among other issues. “Why be afraid to talk about the vacancy issue?”, expressed the APEPist last Friday the 11th in a television interview with Latina.

Camones, before coming to APP, was in Fujimori as Popular Force candidate for regional governor of Ancash in 2018, without success.
Like other congressmen who were at the meeting, Camones argued that they attended the place because a discussion of the German Friedrich Nauman Foundation about the political crisis in Peru. Before they had a long lunch at the hotel where they were already discussing a possible vacancy, according to the weekly Hildebrandt en sus Trece.
The next day, Montoya expressed on the social network Twitter: “The dialogue to promote the vacancy motion is underway (…). Peru will not continue adrift, it will soon have a new helmsman. We’re not all going, he’s going.” In other words, the intention is to remove Castillo and keep Congress.

The previous Sunday, Alva had spoken on television about the possibility of assuming the presidency of the Republic, as successor if Castillo leaves. “All the challenges that arise in life, as the presidency of Congress was presented to me, we have to take them, but it is never a matter of just one person. There are also agreements in Congress”, he said on ATV.
The Friedrich Nauman Foundation acknowledged that he co-financed the event at the hotel with its partner Center for Innovation in Public Policies (CIPP).

This foundation, which claims that it “defends freedoms” and identifies with political liberalism, in Peru it is led by the German Jörg Dehnert. This is the husband of Bertha María Carrillo, a communicator who was part of Keiko Fujimori’s technical team in last year’s electoral campaign, when she ran against Castillo and was defeated.

Carrillo is director of institutional alliances for the Taxpayers Association of Peru, which manages the website Piensa.pe, where they campaigned against Castillo with an investment of more than half a million soles in Facebook advertising and promoted the false accusations of electoral fraud by Keiko and her team.
The Friedrich Naumann also brought the Venezuelan politician Leopoldo López to Peru for an event with Keiko. There, the foreign leader called on Peruvians to vote for her shortly before the second round election.
This German foundation also organized an event in Ecuador during the electoral campaign in which Mario Vargas Llosa participated. and it was intended to take Keiko so that former right-wing Latin American presidents express their support for him. Due to her judicial process, the then candidate could only connect via the internet.

In June 2021, the Germany-Peru Solidarity Network Association sent an open letter to this foundation in protest “for the direct interference of the Friedrich Naumann Foundation (FFN) in this second round of the Peruvian presidential elections in favor of Keiko Fujimori”.
The Friedrich Naumann also finances with funds the Invest Institute, of the economist Daniel Córdova. He collaborated with César Acuña in the first round and then became one of the most intense promoters of allegations of electoral fraud that threatened to sabotage the electoral result.
The Center for Public Policy Innovation, a partner of Friedrich Naumann that co-financed the meeting of opposition congressmen at the Miraflores hotel, is directed by two collaborators of Fujimori: Carlos Hamman and Gustavo Nokomura, both former members of the Keiko Fujimori’s technical team in elections.

This center also received 388,500 soles of the money that the Peruvian State has granted to Fuerza Popular as a public contribution, according to the reports made to the ONPE (National Office of Electoral Processes). According to the documents, the Center for Public Policy Innovation provided “training services in entrepreneurship and innovation and in leadership and empowerment of women.”
Now, this center organizes meetings of opponents of the Government to talk about a possible impeachment of the head of state elected by the population in elections in which Keiko Fujimori was defeated, despite allegations of fraud without evidence.
Alva and the other congressmen of the questioned meeting They now face a constitutional complaint in Congress.

The president of Popular Action, Mesías Guevara, expressed that his co-religionist Alva must give explanations of that meeting in the Miraflores hotel.
Given these facts, the head of the cabinet, Aníbal Torres reiterated that Parliament is seeking to remove Castillo from office.
