The Ministry of Foreign Relations reported that the Inter-American Court of Human Rights (IACHR Court) notified Paraguay on May 12 of the resolution by which it declared that the Paraguayan State fully complied with the judgment issued on August 19, 2021, in the framework of the case “Ríos Ávalos et al. Vs. Paraguay”.
The Foreign Ministry indicated that within the framework of the reparations provided in the sentence, the Paraguayan State published the judgment and its official summary, proceeded to regularize the retirement system for the victims, paid the victims the amounts established as compensation for pecuniary and non-pecuniary damage, as well as for reimbursement of costs and expenses.
As indicated, the Inter-American Court concluded the Case “Ríos Ávalos and another”, for which he ordered the filing of the file.

Likewise, the I/A Court HR positively highlighted the efforts made by the Paraguayan State to fully comply with all the reparation measures ordered in the judgment and highlighted Paraguay’s will to comply with its international obligations.
The Ministry of Foreign Relations thanked the Vice Presidency of the Republic, the Supreme Court of Justice, the Chamber of Senators, the Chamber of Deputies and the Ministry of Finance for the joint work that allowed the Full compliance with all the reparations established in the judgment.

The case refers to a series of alleged violations of the rights of Bonifacio Ríos Ávalos, president of the Supreme Court at the time, and of the then magistrate Carlos Fernández Gadea, now deceased, who were removed for “poor performance,” which, according to the lawsuit, entailed a high level of discretion.
