Victor Torres Merino, childhood friend of Dina Boluarte and Nicanor Boluarteaccepted effective collaboration, according to the published fiscal document that El Foco made known. In his statements, the friend of the Boluartes confirmed the theory handled by the Prosecutor’s Office Regarding the fact that the president’s brother appointed prefects and sub-prefects from 2021.
He was arrested, along with Nicanor Boluarte and Mateo Castañeda, on May 10 for the case of Los Waykis en la Sombra. After 10 days, the Prosecutor’s Office ordered his release.
In this statement made to the Special Team of Prosecutors against Corruption in Power (Eficcop), he confesses that Nicanor Boluarte favored him in the hiring as a service provider in the Qali Warma program, as well as in the National Program of Action Platforms for Social Inclusion Country, of the Midis.

Public Prosecutor’s Office requests 36 months of preventive detention against Nicanor Boluarte for the case ‘Los Waykis in the shadows’
The Provisional Prosecutor’s Office of the Special Team of Prosecutors Against the Corruption of Power has requested 36 months of preventive detention for Nicanor Boluartebrother of the President of the Republic, in the context of the case ‘The Waykis in the shadow’. Along with him, Jorge Luis Ortiz, Zenovia Herrera, Noriel Chingay, Jorge Chingay and Mateo Castañeda are also accused, all charged with the crime against public tranquility in the form of criminal organization, to the detriment of the Peruvian State.
The National Superior Court of Criminal Justice has decided that this request will be debated in an unpostponable hearing, scheduled for Friday, August 9 at 2:30 p.m. All those under investigation, along with their lawyers, must attend in person, as well as the representative of the Public Prosecutor’s Office.
