A scandal involves President Dina Boluarte, apparently favoring her distant nephew, Carlos Chong Campana, so that the company “KCS Insurance Corridors” is responsible for managing the Police Housing Fund (Fovipol). Although the president’s nephew denied having intervened directly in the company’s selection, he admitted to having oriented the manager of “KCS insurance brokers” with indications such as: “Go with your people, offer your product and what you are going to do”. As he explained, despite having warned about the problem, the manager approached Fovipol on his own initiative.
Chong Campana also said that the company was selected without going through any bidding process, since it was not mandatory. “The colonel can name who he believes convenient. The controversy is deepened by remembering that, months ago, on September 25, 2024, during the management of Colonel Segundo Argomedo, Romi Carolina Díaz Álvarez was appointed as Fovipol Insurance Broker through a selection procedure carried out by the Logistics Unit , evidenced in an invitation issued on September 5 of the same year. The basis of the process established that the appointment letter could be revoked at the written request of Fovipol, but the loss of representation would only proceed if obligations were breached, a situation that, according to the authorities, was not presented in this case.
In statements a Fourth PowerJenry Paredes, general manager of Fovipol, explained that she revoked Romi Díaz’s contract and directly appointed “KCS Insurance Corridors”, a company where the president’s cousin occupies the position of business manager. “Here we do not need a selection process because we do not pay a broker, management is in the faculties to designate or choose a broker that sells better services for our insured through insurers,” Walls said.
