The uncertainty around the structural health reform, which will be presented by the government of Petrohas led a group of seven former ministers and 11 former vice ministers of Health will present a right of petition to the current minister of the portfolio, Carolina Corcho, to know the nature of the bill, in addition to the participation and consultation of the processes that will be carried out in this plan.

In the middle of the press conference, the former health minister of the Samper government, Augusto Galán Sarmiento, stated that the right of petition presented to the portfolio by the group of experts, has the objective of contributing, to improve and have the enjoyment of the fundamental right to health of all Colombians.

The document stresses the need to know and socialize the points of the reformtaking into account that “there are problems, challenges and difficulties that still have to be faced, especially in the fragmentation of care, the opportunity in some specialized services, the difficulty of access in rural areas, the regimes for contracting human resources and the financial sustainability of the system.
Additionally, the former officials state that they have based the document on 15 questions, among which are: compliance with the constitutional minimums of public policy, where the proposals made by the Ministry for the structural modification of the system should be framedtaking into account that the National Government “has decided to publicly communicate the lines of the reform, not open the space and keep its text secret,” they say.

On the other hand, they raise the answer of how the evolution of health is going to progress, taking into account the current point in which the system is in general. Also, there is talk of the transition regime, in which the way in which the mechanisms of the same are going to be protected is considered.

The health stakeholder group defend the principle and right of broad and influential participation around the billtaking into account that the portfolio and the Government have said that the reform has been widely publicized, but the country does not know the articles, which has led to presentations by the Ministry where concerns have been generated.

One of the causes that most worries health actors in Colombia, not having knowledge of the text of the reform, is sustainability.. Former officials are wondering how the bill will be financed, how much it will cost, and how it will be done.
Now, the former ministers and former vice ministers are planning a forum in which the responses given by the Government to the right of petition and the articles will be discussed, to talk about the health reform.
