In July 2019, the Provincial Municipality of Huancayo (MPH) invited young people to enroll in the Expreso Verde soccer academy. What has been known through one of the Tiranoaudios is that the budget for the teachers and materials that were needed was obtained irregularly.
In the listening, the former mayor Juan Carlos Quispe Ledesma demands from the former manager of Social Development, Alicia Enríquez, a budget to pay the teachers. She tells him that there isn’t and that she is even “taking out” materials illegally: “We are taking materials out for the Green Express under another name from another organization. These are things that I am doing irregularly and I no longer want to sign, Carlos. The complaint will come towards me. I already have three processes,” he notes.

Mayor Quispe, aware of the crime, does not question it, does not even call his attention, he only tells him to be careful.
In the audio it is mentioned that Henry López and councilor Waldyr Ricse are behind the support for the Green Express. This is one of the few wiretaps where one of those involved accepts the crime.
