The Comptroller General of the Republic has targeted Luis Díaz Bravo, former head of the Regional Government of Lambayeque (GRL)since he determined his criminal and administrative responsibility due to the irregular appointment of César Urpeque as head of the Regional Emergency Operations Center (COER).
According to the control entity, there are elements that denote indications of committing a crime, because Luis Díaz, through an executive resolution dated July 3, 2022, temporarily entrusted César Urpeque with the leadership of the COER without complying with the technical profile established in the management documents, such as the Organization and Functions Manual (MOF ).
Likewise, the Comptroller’s Office determined legal foundations in the functional administrative issue. César Urpeque, in the exercise of the position of chief and later as a logistics assistant, made improper use of his access to the document management systeminstitutional mail and logos of the entity to formulate presumed requirements for the acquisition of humanitarian aid and without proving the public purpose.
This situation affected the proper functioning of the public administration and the image of the Regional Government of Lambayeque, the Comptroller stressed. In this sense, the entity maintained that the principles of respect and probity established in the Law on Public Function Code of Ethics. It should be noted that, on September 13 of this year, the GRL removed César Urpeque from his position.
