Amid tears, applause and streamers, the former governor of Arequipa, Elmer Cáceres Llica, left the Socabaya prison this Monday, October 13, after being held for almost 4 years. He was received by his family and supporters, who waited for him from early hours to accompany him on his departure.
Cáceres Llica wore a sweater and shoes made by prison inmatesand gray jean pants. In his first statements, he mentioned that his priority will be to make up for lost time with his wife and daughter, Sumac Rosa, in Caylloma.
“Right now I would like to hug my daughter who has not been with me, I have a pain in my heart. These 4 years of prison have helped me reflect on life and the things that should be done well. I have been taught to be sober”, he expressed excitedly.
The former regional authority thanked God and the people of Arequipa for their support and strength. “The prisoners are human beings, they said goodbye to me with hugs, I congratulate the population that has come to receive me”he indicated.
“The processes are there, from the beginning I have indicated that I am innocent in every sense of the word”he added.
When asked about his political future, he assured thator will run as a candidate in the next electoral elections, since his priority will be to reunite with his family.

As is known, Supreme Judge César San Martín Castro annulled the seven-year prison sentence imposed on the former governor regional Elmer Cáceres Llica, for the crime of aggravated collusion when he served as mayor of the Provincial Municipality of Caylloma.

This sentence was carried out when Cáceres Llica, would have authorized the irregular purchase of goods for an amount of S/21,460 for the La Montera municipal coliseum in Chivay, when he was mayor of Caylloma, from 2011 to 2014.
