Stephen Yuri Haas Del Carpio, former mayor of the Pueblo Libre district and former employer of the brother’s Nicanor Boluarteis the new ambassador of Peru in France, replacing Rolando Ruiz Rosas Cateriano, a diplomat with extensive experience with more than 33 years of career and who assumed duties before the government of Emmanuel Macron in May 2022.
Haas’s appointment was made official through a supreme resolution signed by President José Jerí and endorsed by Chancellor Hugo de Zela Martínez.
Haas del Carpio is a lawyer and was mayor of the Pueblo Libre district in the period 2019-2022. It was in this context that in 2021 he hired Nicanor Boluarte as an advisor to his office, a procedure that was questioned at the time by the Comptroller General of the Republic because Boluarte declared in his resume that he had no impediment to contracting with the aforementioned municipality, which is not true.
As determined by the control entity, the brother of who was then Minister of Development and Social Inclusion was hired as Advisor I of the Mayor’s Office of the Municipality of Pueblo Libre, under the modality of the Administrative Contracting of Services Regime – CAS.
Due to this, it recommended to the attorney specialized in corruption crimes that he initiate the respective criminal actions against Nicanor Boluarte and the responsible municipal officials.
Meanwhile, last January, during the administration of Dina Boluarte, Haas was appointed as attaché of the Peruvian Embassy in Spain, which motivated the political party Primero la Gente to put its militancy on hold while marking distance and rejection of the then government.
Shortly before, Ruth Ligarda Castro, the former president’s personal escort, was also sent to the same embassy.
Haas will thus replace Rolando Ruiz Rosas, a career ambassador who has held various positions throughout his career. He has been consul of Peru in Rio de Janeiro, an official in the ministerial office of former foreign ministers Javier Pérez de Cuéllar, Diego García Sayán and Allan Wagner, as well as political coordinator of Peru in the Security Council and in the Embassy of Peru in France where he spent four years in charge of the economic/commercial section and one in the political and cultural section, among others.
