Elard Tejeda, former director of the Obrainsa company, confessed that bribes of up to S/1 million were paid to the then regional governor of Moquegua, Martin Vizcarrafor the Lomas de Ilo project. In addition, he explained that the two payments were made in his office and in S/ 200 bills.

The statement was given during the trial against the former president for the crime of passive bribery.
Tejeda assured that it was decided to use high-value bills so that the manila envelopes where the bribes were delivered would not look very bulky.
The former manager indicated that Vizcarra called him in January 2014 to ask that the first payment be made. “All the internal procedures were carried out to attend to a payment, which was S/ 400 thousand,” he said.
“I had the money in a safe. I took it out and delivered it in a yellow manila envelope, a large envelope that we had to put the money in. That’s how it is delivered,” he said in the virtual hearing.
