Former collaborators of Pedro Castillo are disqualified for 5 years from working in the State

Bruno Pacheco and Beder Camachowho were trusted men of the prisoner former president Peter Castillo during his government, have been disqualified from working for the State for the next 5 years. These are not accessory penalties to sentences handed down by a body of the Judiciarybut of sanctions issued within the framework of the Civil Service Law.

Pacheco Castillo He was the first general secretary of the Presidential Office in the era Terrones Castlebut from the beginning, it was involved in scandals, such as the alleged irregular promotions in the National Police of Peru and the Armed forcesand the discovery of $20,000 in the toilets of his office. His time in the Government would last only 4 months, until November 2021, the month in which he resigned as his permanence became unsustainable.

Meanwhile, Camacho Gadea I worked in Government Palace since long before Peter Castle win the elections, specifically, since the administration of Ollanta Humala after he obtained a position through a public competition. But it would not be until the administration of the rural school teacher that he would reach a position in the High Management: the Undersecretary General.

Pacheco’s pressures

The fact that Pacheco would abandon Palace in November 2021 was not an impediment for the November 2022 Presidency of the Council of Ministersin charge of Anibal Torreswill initiate disciplinary proceedings against the former general secretary for alleged violations of the Code of Ethics of the Civil Service.

The facts that were imputed to him were the pressures on the then superintendent of the Sunat, Luis Enrique Vera Castillo. The Republic revealed that the latter will go to trial, precisely, for not reporting Pacheco’s illegal requests in time.

The former secretary had three requirements: favor the company Deltron Group S.A. so that a debt is not charged and tax inspection is stopped; favor MQVC Corporation SAC in the request to extend the import from 20 to 500 tons of mercury; and to favor Marco Antonio Urbina Chumpitasi so that he may be appointed as auctioneer in the La Libertad Intendancy.

These irregular requests were made through messages on applications, texts whose existence and veracity were confirmed by Vera Castillo before the Congressional Oversight Commission and even on 2 occasions before the Prosecutor’s Office.

Bruno Pacheco did not make any defense before the PCM. In September 2023, the premier Alberto Otárolabased on the report of the Ad Hoc Commission, signed the ministerial resolution 201-2023-PCM that imposed the sanction of dismissal after the violations were confirmed. The former secretary appealed the decision before the Civil Service Tribunalwhich rejected the appeal in July this year.

The court made up of the members Cesar Abanto, Rolando Salvatierra and Orlando de las Casas determined that the acts effectively violated the principle of integrity and the prohibition of obtaining benefits for oneself or others from the position held, and therefore confirmed the dismissal.

“(Bruno Pacheco) would not have acted with honesty, uprightness of mind and integrity, by having sought to obtain privileges for the companies Grupo Deltron SA, and MQVC Corporation SAC, as well as for Mr. with the initials MAUCH, from Sunat, through the requests made to Mr. with the initials LEVC, a situation that he ultimately did not achieve, despite his insistence and appearing to have influence in the Council of Ministers, a body that finally unanimously approved Supreme Resolution 018-2021-EF, by which the aforementioned gentleman was again appointed as superintendent of Sunat for a period of 5 years,” the judge concluded.

Now, Article 87 of the Civil Service Law stipulates that dismissal “carries automatic disqualification from exercising public office” for a period of 5 years. That is, once the sanction against Bruno PachecoThe ban on working for the State for the next five years was also reaffirmed.

The Republic contacted Pacheco’s lawyer, Elio Rierawho said he would first review the document to provide a comment. However, at the time of closing this report, we had not received the statements.

The former first lady’s asylum

Although Dina Boluarte He tried to deny it, Beder Camacho Yes, he continued working in the Presidential Office After the fall of the regime Peter Castillo. That’s right, not in the Senior Managementbut returned to his position as head of Document Processing and Archives at the Citizen Service and Document Management Office.

Coincidentally, after that Boluarte He said that Camacho would not rejoin the Presidential Officethe PCM A disciplinary process was initiated, which was accompanied by a precautionary measure so that he cannot enter the Palace until the administrative process is resolved.

Beder Camacho will file an administrative dispute against his dismissal.

The fault attributed to the former undersecretary general was that of performing functions that did not correspond to him. They refer to the fact that, in August 2022, he would have carried out procedures before the Embassy of Mexico and Venezuela for one of those countries to grant political asylum to the wife of Peter Castillo and then first lady Lily Paredeswho at that time was already being investigated by the Prosecutor’s Office.

Before the PCM, Camacho He denied having carried out such an action, saying that the charge had to be made against him in his capacity as general secretary and that as such he was obliged to fulfil the functions entrusted to him by the president.

However, the document recalls that the former undersecretary acknowledged in an interview with RPP that he did go to the aforementioned embassies at the request of Peter Castillo. Regarding the fact that he supposedly held the position of general secretary, it was indicated that he only accessed the position by appointment, but maintained his position as deputy general secretary.

So, in July 2023, the prime minister Alberto Otárola signed ministerial resolution 155-2023-PCM, with which the sanction of dismissal was imposed on Beder Camacho. Just like Bruno Pachecothe former undersecretary appealed to the Civil Service Tribunal in the hope of reversing his situation. However, the referee rejected his appeal and confirmed the sanction in July of this year.

“This Court concludes that the challenger (Beder Camacho) violated the principle of integrity, the duty of neutrality and, likewise, incurred in the prohibition of obtaining undue advantages. Ethical concepts that, precisely, were violated by having made arrangements to process the asylum of the wife of former president Pedro Castillo,” concluded the First Chamber of the Civil Service Court.
