Havana Cuba. – From the Combinado del Este prison of maximum rigor, the political prisoner and activist Yuri Almenares Gonzalez denounces attacks and reprisals by officers of that prison against the inmate of Indian nationality Dalvinder Singh Jagpal.
Almenares González, who is a member of the Democratic Civic Movement “A New Republic – Arnaldo Zapata Tamayo”, recounted through a telephone conversation with CubaNet that on November 2, Singh Jagpal asked a guard in the south wing of building 3, where he is locked up, to lower the volume of the loudspeaker, which to high decibels and facing his cell plays pseudo-patriotic and pro-Castro songs.
The activist also denounced that the guard’s response was to offend the inmate, in addition to telling him that he was a prisoner, and that therefore he had to put up with all the abuse and had to do what they [los carceleros] they would say
According to the testimony of Almenares González, Dalvinder Singh Jagpal was then taken to the office of Captain Evelio Fuentes González, head of building 3, where the second-in-command of the Combinado was also. These officers, as punishment for Dalvinder’s complaints and accusations about this attack and other violations committed in the prison, deprived him of the right to talk on the phone and go out to the patio to sunbathe and fresh air for the next two months.
They also threatened him with additional reprisals, such as fabricating a new case or even transferring him to section 47, which is where those sentenced to life imprisonment are held. In addition to the above, the military keep the noisy loudspeaker aimed at his cell uninterruptedly during the day and night.
Excessive and annoying noise produces negative effects on the auditory, physical and mental health of living beings. International organizations recognize noise pollution as one of the main causes of a significant decrease in hearing capacity, as well as disorders that can range from psychological (such as paranoia) to physiological as a result of excessive exposure.
Yuri Almenares concludes by conveying Dalvinder Singh Jagpal’s gratitude that his family, friends and followers know what is happening to him in the largest prison facility in the country. It is necessary to point out that this aggression and subsequent punishment would be motivated by Singh Jagpal’s activism during his confinement, since the prisoner of Indian origin constantly reports the multiple arbitrariness and violations committed against the inmates by prison staff and officials.
In previous telephone conversations, Dalvinder Singh Jagpal reported that he has been held captive in Cuban prisons since November 2002. He stated that he was staying in a rental house where he coincided with other guests who were apparently implicated in a case of corruption of minors. He was sentenced to 10 years in prison “by conviction”, a method frequently applied by the Cuban authorities, which consists of sentencing the accused in the absence of evidence or witnesses that prove his guilt.
Throughout his captivity, which due to his protests has been extended to 20 years, the prisoner of Indian nationality has been the victim of physical and psychological torture for revealing the inhumane conditions in Cuban prisons, as well as for tirelessly demanding due consular assistance and the help of the Embassy of your country to review your case and clarify the case.
