“Forcefulness” of Capriles within PJ swept away internal regulations on candidacy

"Forcefulness" of Capriles within PJ swept away internal regulations on candidacy

The victory of Henrique Capriles in the internal consultation of Primero Justicia has left the internal regulations of the party and its “institutional steps” without effect, in practical terms. The document established that the choice of the standard-bearer would take opinion studies into account. The president of the awning, María Beatriz Martínez, confirmed that the consensus that was expected among the candidates “was given by the party, it is obvious”

“The consultation was of such magnitude and forcefulness that it is evident that the entire process indicated by the regulation, which is to prioritize consensus, since the consensus was given by the party, is obvious”. With these words, the president of the Primero Justicia party, María Beatriz Martínez, made it clear in a radio interview on Tuesday, February 28, that the yellow awning is heading to definitively name Henrique Capriles as its candidate for the opposition presidential primary that will be the October 22 next.

But within the ranks of the party, a claim emerges: what is established in the regulation approved last January nor the Institutional steps for the implementation of the partial selection regulation of the presidential candidacy that Primero Justicia fixed.

According to these documents, the party’s board of directors would make a report containing the results of the consultation made to the Regional Political Committees and those of some surveys, to present it to the National Political Committee, which would wait from there for a consensus among the candidates to hail your flag bearer. the schedule was presented by Martínez herself on February 10.

On Saturday 25 during the internal consultation, the party’s official account stated that the result of that day “will be added to the report that will seek consensus (sic) to make the best decision.”

But there will be no report.

Capriles would have obtained the support of the regional committees of 19 states of the country and the exiled leaders, compared to five states that opted for Juan Pablo Guanipa and one for Carlos Ocariz. It is information that remains unofficial because although Martínez speaks of “forcefulness” he has not made that result official.

This Tuesday, however, three internal sources from Primero Justicia confirmed to SuchWhich that behind the scenes the claims have arisen because “the national board did not wait for the results of the polls” to assume that Capriles will be PJ’s bet in the primary. “What the approved regulation says and that was discussed for three months was not fulfilled,” denounced one of the voices to this newspaper.

According to information from the complainants, the surveys are “still in the field.” The results of these opinion studies were to be incorporated by the party’s presidency and shown before the National Political Committee between March 17 and 24.

Those who claim do not doubt that the former governor of Miranda has leadership, but they do reject that the awning chooses to ignore the route that she herself had planned. According to the complaints, the meetings between the pre-candidates did not even take place to withdraw their aspirations and proclaim only one of them, which according to the regulations should take place between March 24 and 30. “They lasted three months making the regulation so that they would clean themselves with it.”

SuchWhich He consulted Juan Pablo Guanipa on Tuesday at noon about it, who responded emphatically via WhatsApp during the afternoon: “That is not consistent with reality. The result of the consultation on Saturday was forceful. That makes HCR’s candidacy unquestionable (Henrique capriles radonski). The formalities will be fulfilled and so it will be announced.

After 9 p.m. on Tuesday, and given that the wrong was beginning to become publicGuanipa wrote the same message on his Twitter account, labeling the party leaders in Lara, Táchira, Mérida, Vargas and Zulia, the states where their option was favored. These, in turn, published messages making it clear that there is no going back with the choice of Capriles as the party’s candidate, retweeting the former deputy.

“Today the vigilantes have a presidential candidate and it is @hcapriles”, Karim Vera wrote (Aragua). Alexis Paparoni (Mérida) copied and pasted Guanipa’s text in a tweet which he accompanied with the photo of Capriles at a rally. Avilio Troconiz (Zulia) said that “announcements will be made in the coming days where we will formally support the will expressed by the regional political committees.” AND Alfonso Marquina (Lara), who was also campaign manager for the pre-candidate Guanipa, wrote that the result of the consultation was forceful and Capriles will be proclaimed on the party’s anniversary week. Johan Ugueto, from Vargas, he doesn’t use his twitter since 2013.

Guanipa and Vera’s messages were retweeted by María Beatriz Martínez, who still maintains as pinned message a link to the video in which he details that the choice of the standard-bearer would be made according to the regulations “which includes consulting public opinion through surveys and opinion studies on the one hand, and consulting the base of the party through regional political committees”, the results of which would be presented to the pre-candidates “to build a consensus among them”.

Until the publication of this note, Carlos Ocariz has not reacted to the internal consultation on Saturday. On his Twitter account, he keeps the message posted announcing that he wants to be president.

In any case, he Partial Regulation for the Selection of the Presidential Candidacy of PJ establishes that the applicants must refrain from criticizing outside the partisan instances, and especially through any means of communication, the decisions and resolutions adopted by the party.

“obvious consensus”

María Beatriz Martínez had suspended the public statement that had been called for Monday to discuss the results of the party’s internal consultation. That day but at night, according to partisan sources, the decision was made that annuls the schedule of the internal selection regulations to proclaim Capriles as the standard bearer of the awning.

On Tuesday morning, the president of the party did speak but in a radio program explaining that the consultation was made to the leaders, the “qualified militancy” made up of the heads of the party at the regional level and announced that the National Political Committee that The selection process ends on March 10.

“The consensus was given by the party, it is obvious,” Martinez said in the interview.

However, the party regulations established that such a body would meet at the end of March, if all the deadlines were met, and that the pre-candidates had to agree on the 24th of that month.

SuchWhich He consulted Martínez about the denunciations made by sectors of the party, about the polls that would be in the field, about the failure to comply with the deadlines established by the party and about whether all the pre-candidates had already reached a consensus as said document mandated. The former deputy received the questions and promised to answer them but At the close of this note, during the early hours of Wednesday, March 1, he did not respond to the concerns.

A regulation designed without Capriles?

Why, after a discussion of three months and an approved regulation, is the password changed in the established steps? Anyone could think that the document was prepared when it was not clear that Capriles would seek his third presidential candidacy, and the awning had to be resolved between two leaders of lesser weight, in comparison, but already launched: Juan Pablo Guanipa and Carlos Ocariz. A situation that was exceeded when Capriles jumped into the ring and swept the internal consultation.

A leader of Primero Justicia, who requested anonymity from SuchWhichindicates that Capriles formalized his aspirations once the regulation was approved and not before. He adds, however, that his claim was obvious. “In fact, previously, there was a failed attempt by a regulation commission where each pre-candidate appointed a representative to see if they reached an agreement on the method and it was not possible because each one took the method that they thought was convenient for them,” he asserts.

Now it is clear that the majority of the party structures are convinced that the former governor of Miranda is the figure that should represent them in the primary on October 22, although the regulation included conducting surveys because, as the vice president of formation Paola said German Baptist when the document was submittedit was sought that “there is participation of the bases of the organization and that they listen to what the country thinks.”

Seen what was announced by many involved, It will be time to hear what the country thinks about the candidacy once in the primary.
