The federal Justice will examine, for the first time, several of the notebooks allegedly written by the retired military officer and former driver of the Federal Planning Ministry, Oscar Centeno, after a businessman mentioned in the texts had them analyzed by private experts and detected “very serious irregularities.” consisting of “adulterations and erasures of names, places, addresses and dates”.
The official expert opinion was ordered by federal judge Marcelo Martínez de Giorgi after the instruction request made by the prosecutor Gerardo Pollicita, in relation to the complaint filed two months ago by the businessman Armando Loson, former president of the firm Albanesi SA, judicial sources reported.
The judge ordered the performance of “an expert examination” on the originals of the notebooks 4, 7 and 8 and determined that, those who dedicate themselves to this work, answer more than 15 points of expertise related to, for example, detecting if everything was written by the same “scriptural fist”.
“Order an expert examination with the intervention of the expert body that will be appointed in due course and which must use the corresponding chemical, optical and lighting means, for the time being on the original of manuscript notebook no. 7 reserved in the Oral Federal Criminal Court no. 7 in the framework of case no. 9608/2018”, the judge wrote in one of the two resolutions Télam agreed to.
In the first resolution, days ago, the judge ordered that it be determined, “if the texts formed (in the notebooks), belong or not to the same scriptural hand”; “if they are appreciated on writings, tests, or any type of adulteration and/or modification” and that, if found, “said alterations are studied, individualizing and quantifying them, reporting from the appropriate technical perspective, the way in which they were materialized” .
The judge also ordered that the content of the original annotations be determined where the word “Armando” was amended (by Loson), At the same time, it ordered that it be clarified what it said there where later the word “Alem” or the number “850” would have been added or corrected.
The magistrate also ordered that it be established “if the original inscriptions belong to the same writing hand as the remaining spellings, as well as if they correspond to the undoubted ones of Oscar Centeno” and to detect if the annotations amended with the name “Armando” correspond to the remaining spellings the same as those that the driver would have made.
The businessman Loson had filed the complaint after detecting that in Centeno’s notebooks there were crossing-outs, amendments, overwriting, and other irregularities that tended to involve him in situations in which he had not participated.
“I noticed that in the misnamed ‘photocopies of the notebooks’ (in reality they are digitized copies), ‘true facts’ had been used as a base (a few deliveries of money for political campaigns, 3 or 4 deliveries at most), but then others were misrepresented and invented”, the businessman had pointed out in his complaint.
And he detailed: “Events, dates, absolutely false figures in foreign currency were invented, factual circumstances, names, etc. were modified; and I humbly understand that all of this clearly exceeds the one-person action of a person”.
The analysis carried out by the private experts (from the Latour Study) allowed the detection of 195 corrections made up of what would be white correction fluid, 1,373 on writings, and 55 tested, totaling no less than 1,600 alterations of the original text.
Upon entering the details, the party’s experts detected that, on more than one occasion, the name “Armando” had been overwritten, with a different letter, above another name – “Marcelo” – that on occasions had not even been corrected. in the continuity of the text.
“Were those names changed (Marcelo by Armando) to make me appear, or to be able to adjudicate and impute the commission of more acts to me?” The businessman asked himself in the complaint he filed last April 1 through his lawyer Carlos Vela.
Loson declared as a defendant collaborator in the cause of the notebooks and always said that the money deliveries he made were from his assets – and not from the company he headed – and for electoral campaigns.
This is how he stated it in his complaint: “I want to make it clear that the money I contributed for the electoral campaigns in question is money in national currency that I documented with proof of having withdrawn from my personal bank account.”
Loson was for 42 years president of Albanesi SA, a national private capital company, which, according to what was proven in the cause of the notebooks, is not dedicated to construction nor is it a supplier to the State. Albanesi is an electricity generator and gas marketer with 11 generating plants distributed in different areas of the country.
