For Mexico, Castillo is the president of Peru, confirms López Obrador

For Mexico, Pedro Castillo continues to be the president of Peru, since his election is the result of the will of the citizens expressed at the polls, President Andrés Manuel López Obrador said yesterday.

In the morning conference this Tuesday, the chief executive was questioned about the situation in the Andean nation and stressed that for the moment the bilateral relationship is on pause.

He recalled that in the joint communiqué issued on Monday, the governments of Argentina, Bolivia, Colombia and Mexico declared themselves to prioritize the will of the Peruvian people.

What does it mean to respect the will of the citizens at the polls? Reinstate Castillo? -I ask the day.

–It is that the president (Castillo) won. What the agreement (the joint communiqué) states is that the will of the people who elected him must be respected, recognizing that he won democratically and that he cannot be dismissed. That that of origin (the removal of the president or vacancy), although it is in the Peruvian Constitution, it has a problem, an anti-democratic failure of origin –replied the president.

– Is Pedro Castillo still the president of Peru for Mexico? –He insisted.

Yes, we just said it in the document (the quadripartite statement). Until they resolve it there, in terms of legality,” he pointed out.

He denied that with his opinions he is intervening in the affairs of that nation or interfering, although he considered that there is now no political stability in Peruvian territory. He remarked that the Mexican ambassador in Lima, Pablo Monroy, remains in his post and the Mexican Foreign Ministry is closely following the process in Peru.

Mexico does not recognize governments

We are very sorry for what is happening, especially because of the suffering of the brotherly people of Peru, because this in one way or another originates from above. What we have always been maintaining, that the so-called political leadership and economic interests, the information media, are the ones that cause all this instability that harms the people.

Asked if Mexico will recognize Dina Boluarte, who was appointed president by the Peruvian Congress after the dismissal of Castillo, López Obrador mentioned that within Mexican diplomacy there is no figure of recognition of governments of other countries.

He explained his position like this: “Recognition does not exist in Mexican diplomacy, it is contrary to our foreign policy principles.

“We do not accept, for example, what were the so-called Bucareli Treaties, which was: ‘For the United States to recognize us, we have to submit to their claims.’ It is a foreign policy doctrine in Mexico, that is, neither for better nor for worse, there is no recognition of any foreign government in Mexico.”

What Mexican diplomacy does in the case of Peru, he maintained, instead, is to analyze recent events and join other nations to seek a democratic solution, without violation of human rights and expressing solidarity with the people of that nation, that should not be a victim of repression.

López Obrador pointed out that it is not yet known what will happen with the transfer of the presidency pro tempore of the Pacific Alliance -which would correspond to Peru-, for which he asked to wait. That regional group is made up of Mexico, Peru, Colombia and Chile.
