Adjustments in 44% of the first circle of the President

Firm sanctioned for not fulfilling the contract will rent vehicles to the Polytechnic

The National Polytechnic Institute (IPN) would have signed a multi-year contract with three companies – one of them recently sanctioned by the Ministry of Public Administration (SFP) – for the rental of between 185 and 200 cars and trucks at a total cost of more than 49 million pesos.

Documents to be filtered on the Internet revealed that the contract would have been awarded directly to guarantee a better price to the institution and with the aim of providing it with cars that help it fulfill their academic, administrative and research duties.

On various pages and instant messaging applications, last Tuesday night a document began to circulate anonymously announcing relevant data of the aforementioned contract and another with a justification for its signature.

According to the first, the lease contract –with code 2868804– is for fiscal years 2022, 2023 and 2024, with duration from September 21 of this year to December 31, 2024, for a total amount of 49 million 290 thousand 540 pesos.

Meanwhile, the second text – which has the official seals of the Ministry of Public Education and the IPN – details that the companies chosen by direct award to provide the service are Jet Van Car Rental, A2Dath Health Mexico and Lumo Financiera del Centro.

The Jet Van Car Rental company was sanctioned on January 21, 2021 by the SFP with one year of disqualification and a fine of more than one million 430 thousand pesos for failing to comply with the terms of a contract signed with the Federal Protection Service.

However, this is not the only episode of poor service provided by the aforementioned company. According to studies by the Superior Audit of the Federation, Jet Van Car Rental has also been pointed out by Caminos y Puentes Federales and the Mexican Social Security and National Electoral Institutes for various irregularities.

According to the document of justification –signed by the director of general services of the IPN, José Hipólito Rosas Molina–, the rental of vehicles is necessary for the deterioration of the vehicle fleet of the institute, and does not violate the Republican Austerity Law, since the amount of the contract does not exceed the previous year’s budget for these same tasks nor was it used to acquire cars deluxe. Despite the above, in various Internet forums and social networks, messages of discontent have begun to appear due to the alleged signing of the contract.

This newspaper asked the IPN to confirm whether the documents are authentic and to issue a position, but has not received a response.
