The leader of the Clown Association of El Alto asks the mayor to stop and send to jail the clandestine clowns that operate in the city.

The request only refers to clowns with painted faces, red plum noses, Pierrot clothes, shoes that are too big and a lot of self-confidence. Those who do not fall under this description, even if they are clowns in another way, should not be taken for granted, even if they are dangerous.

That of “clandestine clowns” refers to those who exercise the trade without mastering it or having knowledge of its basic principles. They don’t know the ABC’s of the job, but above all they are not union members.

The complaint of the leader of the clowns does not refer to those who do clowning, for example, while they are rulers. Those would have to receive a sanction from the state system, but that system, in Bolivia, is intervened by the authors of the antics. It has been archived along with the Republic. It is that it was part of 500 years of opprobrium.

If, for example, you offer a moral revolution but, when you reach the Government, you put on the greatest show of immorality, you will not receive a sanction from the Mayor’s Office of El Alto. In that case you should be thankful that the Comptroller does not exist. Nor will you be within the reach of the sanctions of the supervisory arm of Parliament, amputated since 2006.

If you have approved an investment of US$80 million for a building destined for Unasur, which was built with great expense and overpricing, but was never used, you will be outside the scope of the sanctions for horseplay, because you will have entered the field of justice, but you don’t have to worry about that either. Justice has also been suppressed by the “moral revolution.”

Or if you have authorized the spending of US$960 million for a urea plant that has not worked since 2017, or works at half strength, you can say that this is not a joke but a fabulous deal, but it is something that is not within the reach of the laws of the Plurinational State. The negotiated ones have been not only accepted as current practices, but sanctified and their authors awarded.

If you put your takeover children in public office, being president, former president or attorney general, you will have come very close to the mark to become a legitimate clown. Perhaps it would have been better to give them a “special” education, but perhaps that is what it is all about: now they will have co-workers with very little intellectual capacity. They will go unnoticed.
