In the Senate, the integration of the bicameral commission that will monitor the performance of the armed forces in public security tasks by approving the appointment of those who will represent the parliamentary groups advanced. The Chamber of Deputies, for its part, has already approved its list and the next step is the installation of the legislative body.
Given the importance of the issue, the list approved by the full Senate includes parliamentary coordinators and legislators specialized in justice and security issues. Thus, the commission was made up of Ricardo Monreal, Damián Zepeda, Jorge Carlos Ramírez Marín and Clemente Castañeda, from Morena, PAN, PRI and Movimiento Ciudadano, respectively.
Also present will be Rogelio Israel Zamora Guzmán, from the Green Ecologist Party of Mexico; Alejandro González Yáñez, from the Labor Party; Marcela Mora, from Social Meeting; Miguel Ángel Mancera, from the PRD, and Emilio Álvarez Icaza, from the Plural Group.
According to the approved agreement, the main objective of this instance is the analysis and opinion of the reports sent by the Federal Executive regarding the actions of the armed forces in tasks of public security.
The bicameral commission will send to each of the houses of Congress the semi-annual opinions for their discussion and approval.
Once the body is installed, it will have a maximum period of 30 calendar days to issue its internal regulations, which will contain the basic rules for its operation and guarantee the evaluation and opinion of the Executive’s reports.
Said regulation must indicate the necessary procedures to determine those federal entities where the permanent presence of the armed forces in public security tasks is no longer required, as well as issue recommendations.
The creation of this commission was provided for in the reform that extended to 2028 the intervention of the Army and the Navy in public security tasks.
