The National Traffic Council (Contran) approved this Monday (1st), the resolution simplifies the process of obtaining a National Driving License (CNH). The measure removes the obligation to go to a driving school before taking driving tests
According to the Ministry of Transport, the measures can reduce the total cost of the CNH by up to 80%.
The new rules come into effect upon publication of the resolution in the Official Gazette of the Union.

See the main changes:
Opening of the process
- This can be done through the Ministry of Transport website or through the Digital Traffic Card (CDT) application.
Theoretical classes
- The Ministry of Transport will make all theoretical content available online, free of charge.
- Those who prefer can study in person at driving schools or accredited institutions.
Practical classes
- The requirement for practical classes will increase from the current 20 class hours to 2 hours.
- The candidate can choose between: traditional driving schools, independent instructors accredited by Detrans or personalized preparations.
- Use of your own car will be permitted for practical classes
Evidence
- Even without mandatory classes, the driver is still required to take theoretical and practical tests to obtain the driver’s license.
- Other mandatory steps such as biometric collection and medical examination must be done in person at Detran.
Instructors
- Independent instructors will be authorized and supervised by state bodies, with nationally standardized criteria.
- Identification and control will be integrated into the Digital Traffic Card.
