Find out how to issue an alert from the Celular Seguro app in case of theft

To protect citizens and help them communicate incidents of theft and theft of devices efficiently and quickly, the Ministry of Justice and Public Security provides the secure cell phone app for electronic devices and the web version, in Celular Seguro websitewhich help avoid scams and harm to the victim.

With just one alert, the device owner reports the crime via the technological platform and, at the same time, decides what to block, whether the device, the telephone line, banking applications and financial institutions.

The user can also record the incident via Secure Cell Phone using another telephone device, tablet or computer. It is not necessary to register in advance with the application, nor to provide the Imei (International Mobile Equipment Identification), which is the unique identity assigned to the device and has 15 to 17 digits. ​​

If the victim of theft or robbery is not yet registered on the platform, they can register within 15 days after the incident.

The Ministry of Justice and Public Security advises citizens to download the app, register in advance and enjoy Carnival with more security and peace of mind.

Follow the registration step by step:

  • access the Celular Seguro website or install the application on your cell phone;
  • log in through your Gov.br platform account, using your Individual Taxpayer Registry (CPF) and password;
  • agree to the terms of use;
  • Register people you trust. When accessing the application for the first time, the user will not have any person registered. To get started, click on the “Register Contact” option. This person now sees your device on their profile so that, if something happens to your cell phone, they can issue an alert on your behalf through the app.

Register your phone by clicking on the Register Phone option and choose whether you are the owner of the line or not. If you are not the holder, authorization from the person responsible for the line will be required to complete the registration.

The ministry highlights that there is no quantity limit for registering devices in the application.

Theft alert

If the device is stolen, lost or stolen, the user or a trusted person can create an alert through the website or application.

Whoever performs the task must select which device they want to issue the My Phones or Trusted Phones alert. Then, the Internet user will see a list of all registered devices and must select the one that had the problem and click on the “Alert” button to issue it. Once the alert is issued, a protocol number will be displayed. It is necessary to keep this number, as for subsequent consultations with partner institutions, the user will need to provide it.

Safe cell phone

Created in December 2023, the prevention and rapid response tool in cases of robbery, theft or loss of mobile devices currently has 3.81 million registered users across Brazil. In 2025, 98,786 alerts were registered, representing an increase of around 5.5% compared to 2024.

For this year, the federal government plans to expand and improve the service through integration with the civil police.

The measure will allow the police to:

  • issue warnings about blocking Imei, telephone lines and accounts at partner institutions;
  • activate alerts in recovery mode, sending messages via WhatsApp and SMS to a new line enabled on a restricted device;
  • automatically create a police report, after issuing the alert on the Safe Cell Phone.

Safe purchase

Before buying a used cell phone, the person can also check whether the device has restrictions in the Celular Seguro and the National Telecommunications Agency (Anatel) databases.

The initiative is part of a federal government effort to facilitate the voluntary return of cell phones and reduce crimes related to mobile devices.
