Retirees and pensioners of the National Social Security Institute (INSS) who have a monthly membership fee discount for entities and unions on their paycheck can request the deletion of the debt automatically via the app or website My INSS.
New discounts on the social security benefit will be blocked until the insured person, if they wish, unblocks the associative contribution. The exclusion already existed, however, it was not automatic.
The INSS calculates that of the current 7.6 million retirees and pensioners associated with unions and other professional organizations, 1 million complained about undue discounts between January 2023 and May 2024,
And according to an audit determined by the INSS itself, all debts for benefits that were self-declared as unauthorized were cancelled.

Beneficiaries must access My INSS with the Individual Taxpayer Registry (CPF) and password for the federal government’s single digital services portal, the Gov.br. And follow the step by step below.
· On the home page, the internet user must select “New order”.
· In the search field (where there is the magnifying glass) write: “Delete monthly fee”.
· Options will then appear, select: “Exclude monthly association or union fees from the benefit”.
· Then click “Update” to check and, if necessary, update the data.
· Then select the “Next” icon.
· Later, when reading the instructions, the user must choose “Next” and enter the requested data
· Then, if necessary, it will be time to attach the documents.
· The retiree or pensioner must select the INSS relationship agency and check the data provided in the application.
· Finally, you must declare that you have read and agree with the information provided above and click Next.
Undue discounts
If the INSS insured wants to have discount amounts considered undue on their benefits provided by associative entities refunded, they can contact us directly via telephone, which appears next to the name of the entity on the payslip.
If you prefer, the social security beneficiary can send an email to [email protected], informing what happened. The INSS will contact the entity responsible for the payroll deduction, requesting the documents that authorized the discount or refund of the amounts.
Complaints and reports about unauthorized discounts from associations or entities can be registered directly at Consumidor.Gov Portal and the INSS Ombudsman’s Office, through the Fala BR Platform.
Legislation
The monthly fee discount, in a fixed amount, directly in retirement and death pensions, requires prior express authorization from the holder of the social security benefit.
THE PRES/INSS Normative Instruction No. 162from March this year, regulates the discount on associative monthly fees in benefits for retirees and pensioners.
According to the rules, the discount cannot be greater than 1% of the maximum limit established for the benefits of the General Social Security Regime (RGPS) and there cannot be more than one associative monthly fee deduction per benefit.
The document also establishes procedures for the conclusion, operationalization and monitoring of Technical Cooperation Agreements (ACT) relating to discounts on associative monthly fees. Currently, 37 companies are authorized to offer discounts on association fees, as long as retirees and pensioners request or authorize it.
According to INSS rules, the deduction must have prior authorization from the retiree or pensioner and cannot be made by an attorney or legal representative (curator, guardian or guardian), except by specific court decision authorizing the deduction. It is up to the entity to prove that the authorization was obtained legally.
Furthermore, the discount must be formalized by an adhesion agreement, which must be through advanced electronic signature and biometrics for new contracts, presentation of a valid official identification document with photo, and CPF number.
The associative monthly fee discount cannot apply to:
· temporary disability benefit;
· alimony;
· assistance benefit;
· international agreement for beneficiaries residing abroad;
· benefits paid through an agreed or contracted company to supplement payment; and
· benefits granted by court order, on a provisional basis.
