FGR investigations for deviations in Sedesol and Sedatu exclude Emilio Zebadúa

The Attorney General’s Office (FGR) maintains open at least eight inquiries initiated by complaints from the Superior Audit Office of the Federation against those involved in the diversion of resources that were assigned to the Secretariats of Social Development (Sedesol) and Agrarian Development, Territorial and Urban (Sedatu), during the management of Rosario Robles Berlanga, without any accusations being filed against Emilio Zebadúa González, ministerial officials reported.
In all cases, the agreement reached by Emilio Zebadúa González, a former senior officer in both dependencies and one of Robles Berlanga’s closest collaborators, has worked; the legal benefit was granted to him despite the fact that he had the responsibility of administering and observing the destination of the resources in the institutions in which he held that position.
Zebadúa González was the one who, according to the information obtained by the FGR, was in charge of processing the agreements with the Ministry of Finance and, in any case, the requests for increased resources for the institutions, mostly universities, which were seen involved in the diversion of more than 5 billion pesos.
The investigations are open in the Specialized Prosecutor’s Office for Organized Crime (FEMDO) and the Specialized Unit for the Investigation of Crimes Committed by Public Servants and Against the Administration of Justice, of the Specialized Prosecutor’s Office for Competence Control.
In the folders, the interviewed authorities pointed out, there are testimonies that indicate that Emilio Zebadúa González, in his capacity as senior officer of Sedesol and Sedatu, operated the signing of contracts with private universities in the offices he had at Tennyson 125, in the Polanco neighborhood. , and in Bahía de Magdalena 125, in the Anzures neighborhood.
The FGR investigates more than 40 contracts signed between 2013 and 2018 with various institutions, 25 of them have already been disclosed as part of the investigations that the ministerial institution has judicialized and that involve at least 14 state and polytechnic universities.
