The Rural Agrarian Productive Development Program (Rural Agriculture) announced today, Tuesday, July 12, the beginning of the third international process for the purchase of ureathis within the framework of Emergency Decree No. 013-2022-Midagri.
In this sense, Agro Rural specified that unlike the previous times, this process will be carried out for the first time with an invitation to quote worldwide and through the Peruvian embassies abroad.
“This new process responds to a responsible technical estimate based on the progress of the Register of Agricultural Producers (PPA), which will be expanded with the registration of new producers at the national level”, points out in his statement.

How many tons of urea are required?
Agro Rural explained that there are 65,587 tons that the selected supplier or suppliers must deliver in two parts: the first delivery will be 41,372 tons and the second 24,215 tons; in order to provide registered producers with urea to guarantee the 2022-2023 agricultural campaign.
It should be noted that this is a lower amount compared to previous calls and the last estimate that Midagri had.
The first tender by Agro Rural was for 73,529 tons of fertilizers, for more than S/ 348 million; while in the second process the good pro had been determined for the purchase of 73,000 tons.
How will this third purchase process be carried out?
In this third call, and for the first time, Midagri will work with the Ministry of Foreign Affairs, through its embassies, to reach a larger number of participants. So far, the invitation has been sent to more than 110 companies from 52 countries.
It is worth mentioning that this process will also allow the participation of other companies that register through the official channels of Agro Rural.
This in order to ensure timely delivery of urea within the highest international standards and the best market prices.
Midagri reported in its statement that “coordinates permanently with the Institutional Control Body (OCI), in order to guarantee compliance and transparency of the process.”
Also, that for the sake of transparency, the directive and the technical specifications of this new contest are published on the Midagri and Agro Rural websites.
When would the urea arrive in Peru?
In this regard, the head of the Ministry of Agrarian Development and Irrigation (Midagri), Andrés Alencastre, has assured that the imported nitrogen fertilizer would arrive in the country between August 15 and 18 of this year.
“The urea contemplated in the Emergency Decree 013-2022, will be in Peru to meet the requirements of the 2022-2023 campaign, between August 15 and 18”he held during a conference at the end of the session of the Council of Ministers.
In this sense, Andrés Alencastre said that the agricultural campaign begins in September and lasts until August of the following year.
“If we are putting all the forces and activities so that they arrive on August 15 and 18, we have a sufficient margin (of time) to guarantee that the planting intentions that are registered in the statistics of the national survey”, said he pointed.

That said, the head of Midagri pointed out that security will be provided to farmers so that they can proceed with the actions of land preparation, irrigation, planting and the corresponding fertilization.
What happened to previous purchase attempts?
It should be remembered that the first tender promoted by Agrorural was canceled under the argument of not “complying with the technical specifications requested from the bidding companies by the user area.”
However, the problem arose due to a possible negligence on the part of the officials in charge who gave the international call as valid despite warnings from the Comptroller’s Office, which in a report denounced that the process did not include adequate measures to guarantee timely delivery. of this key input for agriculture.
On the other hand, the second call was annulled amid complaints for an alleged bribe of US$8 million, which led to the dismissal of nine officials from Agro Rural.
Thus, on July 2, the Ministry of Agrarian Development and Irrigation (Midagri) made official the nullity of the second fertilizer purchase process, after “detecting irregularities in this process.”
