A few days ago, Agro Rural awarded a tender to a Kenyan company to supply 44,000 tons of nitrogenous urea to Peru after three unsuccessful attempts failed to find a company to handle this issue. However, now there is a new problem that is related to fertilizers and Fertiabonus.
The Comptroller General of the Republic has detected a series of irregularities in the first list of beneficiary farmers drawn up by the Ministry of Agrarian Development and Irrigation (Midagri). One of the most surprising things he found was that 51 minors were considered as beneficiaries who were assigned S / 53,504.
Of those 51, eight were registered in the Register of Agricultural Producers with dates of birth that did not correspond to them.
“Due to their condition, minors could not make the payment before the Banco de la Nación or other financial entities, which means that said funds are not used for the 2022-2023 agricultural campaign,” indicated the comptroller body.
Another of the inconsistencies that have been detected is that there are 467 farmers who own farmland greater than 10 hectares, which contradicts Emergency Decree 022-2022, which states that it is a requirement to cultivate crops up to the amount mentioned. With this action, people would be benefiting for an amount greater than S / 1.2 million, despite the fact that it does not correspond to them.
According to the control body, 1,661 farmers were also identified for whom a support amount was set below what corresponded according to the norm.
LACK OF SECURITY
For the president of Conveagro, Clímaco Cárdenas, this situation was “predictable” and he considered that the producers are not certain that they will receive the support.
“We had already warned that there was no guarantee that the producers would be reached. The big problem is that you play with people’s expectations,” he commented.
For his part, the expert on agrarian issues Fernando Cillóniz assured that both the delivery of the bonus and the purchase of urea “has been a mockery for the producers” and demonstrates corruption. “The norm is a wet paper. Simply by finger the bonus is delivered. Everything is rotten and it was already sung that this would happen, ”he specified.
Likewise, he pointed out that there is an abandonment within the Midagri and a lack of attention to necessary issues.
DATA
There are 10 farmers registered in the register who meet the requirements established by law, but who were not included in the first list of beneficiaries.
The Comptroller’s Office noted that, from a sample of 227 beneficiaries, it was noted that in nine cases there are differences between the number of hectares drafted.
In addition, he called on the Midagri to adopt the pertinent actions in this case.
