Federal government reverses trend in direct award in 2021

The Mexican Institute for Competitiveness (IMCO) highlighted that compared to 2020, last year the public purchases via open tenders grewsince 45% of the total amount was awarded through competitive processes.

through the Corruption Risk Index (IRC) the IMCO observed that although the trend was reversed, the use of direct awards in the federal public purchases, since 41% of the total was spent through this procedure. Meanwhile, in 2020 this item stood at 43 percent.

The Institute specified that another 4% of the amount was awarded through restricted invitations.

The Institute detailed that the legal justifications in 2021 most used by federal institutions for not bidding were the acquisition of goods or services for small amounts, the existence of a single supplier or without substitutes, circumstances that endanger health, economy, safety or the environment and reasons of force majeure.
