Federal Government receives suggestions to bring internet to highways

The Ministry of Communications (MCOM) has opened a public consultation about the ordinance that creates the National Highway Connectivity Policy. The goal is to listen to the opinion of interested parties on how to bring and expand mobile internet services (4g or higher) on Brazilian highways. The focus of future public policy is in the sections located outside the headquarters of municipalities and without connectivity. Through the police the government intends to transform Brazilian highways into continuously connected routes and ensure road safety for users who travel or work on the roads and, above all, on the excerpts outside the coverage area of the provider hired in the region.

The participatory process will be open until September 21 on the “Participa + Brazil” platformfrom the Federal Government, and access must be done with login and password of the portal of Gov.br.

The Ministry of Communications Ordinance provides for contributions in four main axes:

  • Guidelines for regulatory commitments associated with broadband expansion on highways;
  • Regulation of internet supply on itineraries on the highways;
  • Guidelines for the use of resources from the Telecommunications Services Universalization Fund (FUST) and other sources of financing for digital highway coverage;
  • institutional cooperation with other public agencies for policy integration.

MCOM states that the National Highway Connectivity Policy is complementary to the Ministry of Transportation Road Policy, focused on digitizing federal highways and expanding Brazilians access to digital services.

Excerpts without internet on the highways

In July, MCOM also published the Ordinance No. 18.902/2025which establishes guidelines for the new 700 MHz radio frequency range auction to bring full internet coverage to the unassisted sections of the following highways:

  • BR-101;
  • BR-116;
  • BR-163;
  • BR-242;
  • BR-364;

The auction will also serve locations with a population greater than 600 inhabitants who are not headquarters of municipalities and do not have mobile service coverage.
