The council of councilors of the Broad Front of Paysandú analyze the steps to follow to bring to justice the hiring of the A Ganar foundation by the departmental government of Paysandú (in charge of the nationalist Nicolás Olivera), understanding that in the process “a series of irregularities have been committed that merit the transfer of all the actions to the criminal justice, to the Social Security Bank and to the Directorate General Tax ”.
The conclusions of the broad front members come from the investigative commission put into operation by the Sanducera Departmental Board in May 2021, which analyzed alleged irregularities in the award of a tender to manage the human resources of eight CAIF Centers and one Always Center.
A significant number of people passed through the commission to provide explanations, including the person in charge of the foundation, the general secretary of the city hall and the general director of administration, but the FA says that neither they nor the others could explain “the framework that was generated for the hiring of this foundation, which was harshly questioned by the Court of Accounts (TCR) of the Republic in a lapidary report ”, which“ has tried to be made invisible by the ruling party ”.
The TCR report to which they refer is dated June 9 and the majority resolved to observe the expenses incurred in the hiring. Among other individuals, the court indicated that as regards the estimated disbursement for salaries, “it should have been processed as a public tender and all the rules inherent to said procedure should have been complied with.”
“We said it and we reiterate it here: the hiring of the A Ganar foundation is completely irregular, in violation of the legal order and, as we also argued, the only purpose was to evade a State body,” concludes the FA.
Precarious work and tax evasion
They add that the Sanducero departmental government validated a mechanism of “precariousness of municipal work, which is no longer hired in a public function or as a temporary but as a worker” of an entity that is not state (the foundation), in order to save contributions to social security.
“But what is worse, subjecting these workers to a regime of absolute precariousness, of garbage contracts, of permanent job instability, all of which has meant for these sanduceros a profound regressive change in their living conditions and job stability and even emotional ”, they added from the FA.
