In the last few hours, a URSEC report entitled: “Number portability: comparative analysis of prices and performance before and after its implementation” was released. The objective of the report is to continue monitoring the impact of the implementation of number portability, limited to two variables: “the monthly price and the performance in Gb of the mobile telephony plans offered by the three mobile telephony operators ( ANTEL, Claro and Movistar).
In this sense, the URSEC ensures that “a decrease in the monthly average price of the contract is reflected in the order of 14% (at current prices, without considering inflation), accompanied by a decrease of almost 75% in the average price paid per Gb and an increase of almost 200% in the performance in Gb of the plans considered (almost triple the performance in Gb)”.
The president of ANTEL, Gabriel Gurméndez, said that the changes introduced in the Urgent Consideration Law for number portability “favored all Uruguayans with offers of better prices. And of course, ANTEL continues to be a leader”.
Loss of clients
However, senator from the Broad Front Silvia Nane questioned that the government does not show the data that indicates that ANTEL is losing clients.
“We had to make a request for reports to URSEC to confirm it,” remarked the FA legislator.
Nane said that last May, ANTEL registered a negative balance, “it lost more portings than it gained.” She regretted that such figures were not made public and said that there is no transparency.

For his part, the National Director of Telecommunications and Audiovisual Services, Guzmán Acosta y Lara, responded to Senator Nane that “the mobile phone market as of December 2021 is 4,691,277.”
“Do you think those numbers reflect or affect the market? on the other hand, are you showing this data to try to cover up the good results that portability has given people?”, she questioned.
