Executive submits police reform project to Congress

Santo Domingo.-The legal consultant of the Executive Branch, Antoliano Peralta, together with the National Police Reform Commission, formally deposited the Bill for the Modernization and Transformation of the National Police before the Senate of the Republic.

“This is not a perfect bill, because there is no perfect human work, but we are all convinced that it represents a great advance. After its approval, which we hope will occur, the Police will be totally different and will enter the 21st century,” Peralta said.

He added that President Luis Abinader sent an official message to the National Congress indicating: “I submit to the National Congress, for purposes of knowledge, discussion and approval, the bill that modifies Organic Law 590-16, of July 15, 2016, on the National Police.”

Peralta explained that this legislative initiative seeks to institutionally modernize the National Police, professionalize the police career and strengthen citizen trust, in addition to optimizing public security.

Servio Tulio Castaño, coordinator of the commission, pointed out that to prepare the project they held more than 58 meetings with President Abinader, lasting approximately two hours each.
“It is a law that transforms the institution towards new times, strengthens the administrative and financial aspects of the National Police, as well as everything related to integrity, use of force and internal supervision,” said Castaño.

He indicated that the reform is focused mainly on improving patrolling.
“While 60% of the world’s police forces patrol, ours does so in less than 25%. This law will allow us to correct this,” he pointed out.

He recalled that the commission was made up of Elena Viyella, Marisol Vicens, Radhamés García, Adolfo Ramírez, Mukien Sang, among other experts, who reviewed and reformulated the legislative piece.

During his usual La Semanal meeting with the Press, President Luis Abinader had announced that the Reform Commission would deposit the bill. He explained that the Executive Branch sent the initiative to the Senate as part of the major structural reforms committed to since the beginning of his administration.

He highlighted that this project constitutes one of the fundamental pillars of police reform, aimed at consolidating a more modern, professional, efficient institution that is closer to citizens.

He stressed that the proposal incorporates profound changes in the management, training, supervision and transparency models within the law enforcement body. “The country can be sure that we are complying, step by step,” he indicated.
